With the rapid development of economic globalization, the increasingly fierce market competition, as well as the Chineseoil companies "go global" strategy, The staff management issue of Chinese oil companies has become the main factor to influence and restrict the oil companies to take the road of sustainable development. In many respects, there is demand for further improvement and perfection. To learn from advanced international staff management philosophy is one of the most effective way to solve this problem.Based on the analysis of Shell,This article put forward its unique Staff management concepts, including that the flexible management concept, which is based on the core values of Shell with tolerance and respect for the main characteristics, to meet the needs of the staff to strive for excellence in learning capacity, independence, integrity and cooperation as the main content of the core competitiveness, to meet the diversity of the staff with differentiated management and to pay attention to the incentive effect of the corporate culture and emotional communication. In the research of Changqing Oilfield. This article pointed out that the rigid institutional management caused the staff lack of initiative; too much focus on the training staff operational capacity made innovation ability not enough; ignoring employee differences and insufficient incentives limited enterprise development and other issues. Through the analysis of the introduction of shell in Changqing Oilfield, this article found that Changqing Oilfield could absorb the advanced experience of selective Shell, combining their own actual in the enterprise culture construction, staff ability training, staff development and spiritual incentivement. The article strived to provide effective staff management recommendations for the rapid development of Changqing Oilfield, including following points of view:management of firmness and flexibility in discipline under the premise; hierarchical pilot training for staff with Changqing characteristics; diversification development combined of staff personality and emotional incentive management on the basis of adaptation to the harsh natural environment and the competitive environment.
