The Research On The Problems Of Land Reclamation And The Countermeasures In Anhui Province

The contradiction between people and farmland in China is intense because of the large population and lack of fields. The needs for farmland is growing with the development of economy, the enlargement of population and the acceleration of urbanization. How to deal with the relationship between people and farmland, how to exploit the land resource and how to make the population growth harmonious became more and more important. As an important method of coordinating people and cultivated land and realizing optimization of land resourses, land reclamation plays a significant role in increasing effective cultivated area and balanceing the total amount of cultivated land. Land reclamation is under the control of land planing. It makes comprehensive improvement for fields, water, lands, forests and villages by the means connected with administration, economy, law and technology. The aim is to optimize land resourses, to make full use of available land, and to maximize the social, economical and environmental achievements. It is a big program related to natural resourse, social economy, and political rules.Land reclamation is the current needs for solving land use conflicts and promoting rural development. It is an important measure to ensure the expansion of domestic demand and the improvement of people’s livelihood. It is an important way to promote the movement of urban and rural land resources, assets, and capitals. Due to the difficulties of land protection and the low efficiency of rural land using, land reclamation is result from the needs of social economical sustainable development and improvement of living level. All the citizens will profit from it. Promoting land remediation is both the needs to break "two difficultities" and to promote urbanization and the development of new rural construction but also an option to ease the outstanding land-use conflicts. What is more, it is the real action to better the livelihood. It is of great significance and obvious effects in optimizing land use, improving land intensive utilization levels, and promoting urban and rural development.This article is mainly stated in the following aspects. Fistly,it described the background, significance, methods and ideas of choosing the title; secondly, it stated the basic concept and the need of the land reclamation and the practices of foreign land reclamation. Finally, it analyzed the overall benefits of the land reclamation combining the condition of the Anhui Demonstration Zone for Industrial Relocation into Cities along the Yantze River, it also described the current situation of land reclamation, analysed the problems and causes and the corresponding countermeasures and suggestions.
