Research On Structural Changes Of Rural Population And Related Policy In Anhui Province

The population structure can reflect the social and economic conditions in an area.It is closely linked with the factors of birth rate, mortality and population migration. Itis said that trees move to die and people move to live, population migration is a socialphenomenon since the human being, and it never stopped. On the way to urbanization,the scale of population flow is becoming larger and larger. It is an inevitablephenomenon that large number of rural population transferring to non-agricultural,cities and towns.Anhui province has a population of more than60million, and it has become amain output of large-scale population flow especially rural population since1990s.According to the sixth census data records, the number of mobility of rural populationto urban is still on the increase. As a big output of rural labor force, Anhui provincetransfer millions of rural labor force every year. However, the cost of living in first-tiercities and coastal areas is glowing, the "12th Five-Year Plan" period and future strategyformulation and other factors have caused a large number of migrant workers return, anew situation for migration of rural population is likely to appear. Therefore, to knowthe present situation and the development process of rural population changing can helpto meet encounter problems in the process of urbanization of our province, help to holdthe development of the new rural construction. To know the structure changes of ruralpopulation is contribute to the correct guidance for migration of rural population tourban, and also helps to grasp the characteristics and development trend of employeesin agriculture of our province. In order to adopt the new mode of agriculturalproduction and management, to realize scale management of agriculture gradually andensure stable agricultural production and food security, to realize the development ofagricultural modernization in the process of industrialization and urbanization finally.In the process of urbanization, changes of rural population structure, populationmigration between different regions, occupation transformation of rural population andso on, they all follow certain regularity. Firstly, according to the rural population surveydata for20counties in Anhui make out the status and characteristics of rural populationstructure. It is consistent with the situation of population migration. Rural women andyoung, aged population have been left-behind; there are more individuals migrated thanthe whole family; the resident population of the rural culture level is not high; there aremore married people in rural resident population. And then combine with the2010the sixth census data, we find that migration population is increasing, and mainly fromcities and counties which have more rural population; the migration population mostlyflow out of our province, such as Jiangsu, Zhejiang, Shanghai, which has attracted alarge number of rural population to migrate; there are more male to migrate thanwoman, and the main body of migration of rural population are young and middle-agedpopulation. According to the investigation data of the transfer of rural population in ourprovince, analyze the impact of individual factors of rural population by SPSS. We findthat age, gender, marital status and others are the influences of migration behaviordecision for rural population, but different reasons act differently. Finally, according tothe analysis of the above qualitative and quantitative combined with census data tomake out the structure change trend of rural population and to seek the feasiblecountermeasure and suggestion.
