The. real estate tax is an important part of the property tax system, which levied taxes on the real estate in social stock of wealth. As an old tax, the real estate taxes are chargeable in many countries of the world. With the rise of the real estate industry, real estate is increasingly becoming a pillar industry in the national economy, which relates to socio-economic stability and sustained growth. But the current real estate tax system has lagged far behind in the development of the real estate industry; it has not compatible with the socio-economic development needs. Narrow range of real estate tax levy, tax incentives wide, the design of tax base and tax rate is not reasonable, all of those facts play affect on the functions of the real estate tax. So the real estate tax reform has become an important content of the current tax reform.Based on this background, the focus of this paper which based on the basic framework of the current real estate tax, is to study the fate and effects of the real estate tax so that evaluate the scientificity and the reasonability of the current real estate tax policy and Provide theoretical support for the real estate tax reform by analyzing the function and the fate and the effects of the real estate tax. This not only has the important academic value, but also of great practical significanceThe real estate which this paper studies is the real estate taxes to maintain links, it also can be called real estate property taxes. The text is divided into six parts, main content of the various parts are as follows:The first part is the introduction part, mainly do a brief introduction about the Background, the implications for research, the literature review, the research methods, the structure of the thesis and the innovation and insufficient of this paper.The second chapter is the functions of the positioning of the real estate tax. This part mainly elaborated the functions of the real estate tax including government revenue, allocation of resources, distribution of wealth and price stability, and analyze the limitations of the various functions and orientation. From the practical application of China’s real estate tax situation, the functions of the real estate tax is not sufficient to play especially small stabilizing effect on house prices.The third chapter is the basic framework of the real estate tax. This section explains the combination of land tax and property tax, and China’s real estate tax system maintain links including real estate tax, urban land use tax and arable land occupation tax. According to China’s national conditions, it is appropriate that the government levy the land tax and property tax separately.The fourth chapter is the end-result analysis of the real estate tax. The part through the method of partial equilibrium analyzes the issue of owning real estate tax incidence. The authors believe Owning land tax usually borne by land users; But in some cases, the tax can be applied to the prices of products and services prices which the land user operate. They pass on the burden of the tax burden to consumers. The property owner of non-production operations real estate borne the burden of the real estate tax; Production and operation of real estate, the property tax burden through products and services pass on the burden to consumers on some extent. In the case of real estate supply zero elasticity, the burden of renting property tax is borne by property owners; In the case of perfectly elastic supply of real estate,the burden of renting property tax is borne by lessee; In the case of real estate supplied elasticity, the burden of renting property tax is borne by lesser and lessee and low elasticity shall bear the majority of the tax.The fifth chapter analyze of the effect of real estate tax. The part of the main analyzes the resource allocation effect and income distribution effects of the real estate tax, as well as the impact on local government income and housing prices. Overall, the effects of owning real estate tax do not fully play. Due to the defects on the design of the real estate tax system, resource allocation and income distribution function of the real estate tax do not fully play, and because the real estate tax is not a local main tax, the effect on the price is significant.The sixth chapter is the policy recommendations section. Summarizes the research conclusion, the real estate tax reform and policy recommendations including taxing on residents of non-operating real estate, taxing value of real estate appraisal, using amplitude proportional tax, expanding the scope of the collection to the countryside and so on. The author focuses on not only fundamental research, but also applied research. She believes that the real estate tax should play an important role in the organization of local fiscal revenue, adjusting income distribution and channeling resources rational allocation by analyzing the functions, the fate and effects of the real estate tax. With the further deepening of reform of the tax system, the real estate tax should be the main taxes in the local tax system.Vary the level of economic development of countries in the world and the land system; there will be different degrees of difference in the orientation of functions of the real estate tax. At the same time, the revenue total of owning real estate tax depends on the stock of real estate resources and incremental position. Because the actual data used in this paper is limited, the author’s conclusions are some basic conclusions; these conclusions require further research and demonstration.
