Study On The Public Financial Agricultural Input In Liaoning Province

Agriculture is the foundation of national economy, and its development is closely related to the nationalstability and prosperity. With the continuous development of national economy, agricultural industrybecomes stronger and stronger. However, agriculture is so naturally weak that it is affected easily bynatural factors and the market economy system, therefore, it needs the government’s support andprotection.This paper analyzes the scale and structure benefit of financial expenditure supporting agriculture with thedata of finance supporting agriculture in Liaoning Province from1980-2011year. This paper usesEVIEWS to conduct time sequence regression，and the relationship between farmers’ net income and totalamount and structure quantity of financial expenditure supporting agriculture is investigated. The resultindicates that financial expenditure supporting agriculture are positively correlated with farmers’ netincome, but The effects of the financial expenditure supporting agriculture on the change of the farmers’net income is not obvious. the Public finance of agriculture, forestry, grazing and fishing business andsupporting agricultural production has a significant impact to the farmers’ net income, The influence frombasic agricultural construction expenditure is not remarkable, so is the expenditure of agricultural scienceand technology. the coefficient of basic agricultural construction expenditure is a negative number, whichbecome the disadvantage factor to increase the farmers’ net income.According to the above research andthe facts of financial expenditure supporting agriculture in Liaoning Province， some policy suggestionabout public finance for agriculture are put forwards.At the end, this paper points out how to improve the benefit of financial expenditure supporting agricultureand fully play the role of the financial function in agricultural macroscopical adjusting. First, the scale offinancial expenditure supporting agriculture should increase, and the stabilize growth mechanism offinancial expenditure supporting agriculture should be established. Second, to optimize the structure offinancial expenditure for agriculture, the growth rate of the Public finance of agriculture, forestry, grazingand fishing business and supporting agricultural production should be limited, as well as the expenditure ofbasic agricultural construction, the expenditure of agricultural science, rural health care and technologyshould increase. At last, we should enhance the use efficiency of financial expenditure for agriculture andstrengthen the supervision of the using of financial expenditure supporting agriculture.
