Research On Transformation Model Of Agricultural Science And Technology Achievements In Hubei Province

In recent years,it is the key problem in practice that science and technology doesn’t play potential rolefully and economy development is not satisfied with the needs of science and technology adequately.As big size agricultural province in Mid-China, also advangtageous for agricutlural science andtechnology, Hubei province is one of concentration areas for science and technology resour-ces.There are nearly1000items of agricutlural science and technology achievements but peopledonot turn most of them into practical productive forces.To solve problems exsited about agricutlural science and technolgy of Hubei province, in recent years, Hubei Academy of AgricutluraScience has changed the traditions such as Developing Academy Closing Gate, Foucsing on Single-Faceted Research in Labtoraries.It transforms thoughts of development andinnovates workingmodel.Transformation of archievements is targetted as standpoint and end result of science andinnovation.ACADEMY AND COUNTY COOPERATION agreements have been signed since2006between15counties (cities, districts) in the province such as Zen Du,Guang Shui, LiChuaetc.and Hubei Academy of Agricultural Science in order to build up Agricultural Science and Technology Experts Compounds (abbreviated as Experts Compounds),implement programms to demonstrate science and technology, and provide science and technology service and trainning,etc. It explores the way to agricutlural science and technology innovation and achievements transformation based on Experts Compounds and Demonstration Base as main models along withACADEMY AND COUNTY COOPERATION as medium.In this paper, basing on the general process of transferring of agricultural science and tech-nology achievements, taking Hubei Province as an example, from the current situation of agric-ultural science and technology achievement transformation model, firstly, it analyzes the currentdeficiency and disorders Of the agricutlural science and technoloogy achievements transformationmodel Academy and County Cooperation, in Hubei province is summarized and refirned,forminga new model interms of improving the transformation of agricutlura science and technology achievements, makes the comparative analysis between the new Academy and County Cooperation model with the matured Agriculture Technological Extension model. Finally, according to the problems in the running process, and drawing lessons from the advanced exerience at home and abroad, it puts forward a set of optimized scheme of the Academy and County Cooperationmodel suitable for agricutlural science and technology achievements transformation path in Hubei province.Ground on a great deal of investigation, this paper thoroughly analyzes the agricultural science andtechnology achievement transformation situation in Hubei province, especially analyze theachievements and problems of the Funding to Affairs, the Primary Agricutlural TechnologicalExtension System. Meanwhile, it analyzes the Science and Technology Cooperation model betweenHubei Academy of Agricutlural Sciences and local governments. it also designes a set of evaluationindex system on the transformation of agriculture science and technology achievement transformationmodel research in Hubei province, along with combination weighting methods which conductperformance evaluation in3representative regions. Asresult, it makes policy recommendations basedon the study of agricutlural science and technoloogy achievements transformation model in Hubeiprovince.
