Patent pledge is an important way for patent application. Nowadays, the intangible assetswith the patent rights become a important assets for the high-tech industry, and patent pledgebecome a very important way to make the value of the patent right come true, lots of Smalland medium-sized enterprises pledge their patent to obtain financing. However, there are lotsof problems in the patent pledge of our country, patent pledge is not optimistic. This articleattempts to research the different regions of our country and to find the relationship betweenthe patent pledge and the development of economics, and provide the most authority data forimplementation of strategy of the intellectual property.This article is divided into six parts. The first part is the introduction, including theresearch purpose, research significance, research present situation aspects. The second part isthe data collection and variable design, patent pledge registration information of2008to2010published by form the based on the2008-2010State Intellectual Property Bureau publishedby the State Intellectual Property Bureau are collected, then made it into the database;8variables are designed: the number of patent pledge, the type of the pledged patent, the type ofthe pledge, the number of the claims, the duration of the pledge, GDP, R&D, the inputingstrength of R&D. And divide our country into seven regions(except Hong Kong and Macaoand Taiwan): the east of China, the south of China, the central of China, the north of China,the northwest of China, the southwest of China, the northeast of China.In the third part of the article, the8variables in different regions are statisiced separately,and get the conclusions as follow: the amount of patent pledge is unbalance between thedifferent regions, mainly concentrated in the north of China and the east of China. Thenumber of the utility model is the biggest. The most pledgee is the bank and the guaranteecompany. The number of claims is short. Most of the duration of the patent pledge are below5years. The largest amount of R&D and GDP is in the north of China,and the east of China isfollowing it. The highest intensity of R&D input is the north of China, and the east of China isfollowing it, and the intensity of R&D input in the central of China and the southwest ofChina are the worst.In the fourth part of the article, the variables are divided into two categories: totalamount of patent pledge, pledge of invention patent, utility model patent and appearancedesign patent are in a class; GDP, R&D, the investment intensity of R&D are in another class. And then compare and analysis the two different classes, and find the conclusion as follow:There is no positive relationship between the variables related to the patent pledge and GDP,R&D, R&D investment intensity.In the fifth part of the article, the following problems are found: the distributions of thepatent pledge in the different regions are unbalanced; the number of the utility model is thebiggest in the amount of the pledge; the duration of the patent pledge is short; the claims ofthe pledged patent are less; the most pledgee is the bank and the guarantee company, and theway that the company to get money is single.; it is difficult to evaluate the finance of the smalland medium sized enterprise accurately for the chaos of the financial status; system forevaluating patent value is not perfect; the R&D inputting intensity is in a low level.The last part gives the following suggestions: improving the technical depth of patent;increasing the proportion of invention in patent pledge; improving the enthusiasm of otherfinancial institutions to participate in the patent pledge; establishing the credit recordingsystem to supervise the small and medium sized enterprises in the patent pledge market;improving the financial transparency of the small and medium sized enterprise;improving thepatent value evaluation mechanism; finding new ways of loan to reduce the risk; establishinghigh efficient and low cost patent trade market; reducing the gap among different areas.
