China’s electricity load and the installed capacity of wind power are growing in recent years, while the difference between peak and valley load is booming. Because of the power structure is unreasonable, thermal plants counts for the majority and the proportion of hydropower is so small that the power system is lack of peaking plants. Wind curtailment is increasingly common due to the constraint of power system peak-regulation. Lack of peak load regulation capacity has become the chief problem of wind power integration. This paper proposed the way of improving the online electrovalency to incentive the themal plants take part in the power system peak load regulation.This article introduce the development of online electrovalency in various stages and analysis its formation mechanism, then summed up that the online electrovalency of our country is regardless of time and against the acceptance of renewable energy. Aiming at this problem, the theory of two-part and time-of-use benchmark power price at generation side is proposed.To solve the problems that the existing power price at generation side cannot excite peak load regulation effectively, based on marginal cost theory, this paper offers a mode of two-part and time-of-use benchmark power price at generation side. The model uses two-part power price instead of existing single-part power price to solve the problem of single-part power price cannot excite peak load regulation effectively due to sharing fixed cost. The electricity price uses the form of time-of-use power price, determined according to system marginal cost and system marginal value, to achieve the purpose of exciting peak load regulation. The capacity price is supplement to the electricity price, determined according to method of internal return rate of capital, to ensure the recycle of plant fixed costs. The electricity and capacity price are all adopted the form of benchmark power price, in this way to achieve the incentive of companies competing. A practical case proves the feasibility of proposed method and mode and excitation validity of peak load regulation.In the calculating examples, this paper make a concrete analysis of the installed thermal power of Northeast power grid, the results demonstrate the effectiveness of the electricity and capacity price. Moreover compare with the proposed mode and the benchmark power price under the situation of reduce the power available duration. The result show that the mode can incentive the peak load operation of small thermal plants effectively.
