As the gradual improvement of housing security system in our country, the construction of low-rent housing, the economically affordable housing and shantytowns is reinforced. However, there are still lots of people who can neither afford to purchase commercial housing nor can meet the conditions for low-rent housing, migrant workers and college graduates need to improve their housing conditions, and finally the emergence of public rental housing solves their problem. Public rental housing system is a beneficial exploration into the public housing market in China. It could make up the deficiency of the housing supply system and the housing security system in our country. From2009, the public rental housing as a new kind of housing security system has been valued by the government. Local governments also put the public rental housing in a priority position, and make the greatest efforts to increase its fund-raising.As the construction and development of public rental housing, it needs huge amounts of money because of its large number, long construction period and slow flow of capital. Now the money using in the construction of public rental housing depends mainly on the financial allocation (special fund, part of the land transferring fees and the incremental benefits of housing fund, etc.) and bank loans, which is far from satisfying the public housing capital requirements. How to take advantage of social idle funds, and form a government-led, market operation, multi-stakeholder involvement, benefit sharing, risk-sharing financing pattern of public rental housing, it’s a research goal of the paper.The paper introduces the research background, research contents, research methods and clues, analyzes the public rental housing system, demand analysis and financing situation analysis. Then lists the financial allocation and bank loans for the construction of public rental housing, explores the operation mode of REITs financing model and BOT, PPP financing model, find the suggestions of the existing problems. Finally, the paper advocates the establishment of public rental housing investment and financing platform, integrated use of various types of financing mode on a higher level to construct the public rental housing investment. According to the characteristics of different financing models, divided into long-term, short-term phased into the field of construction of public rental housing. Then, we can make a sustainable supply chain of funds for the construction of public rental housing. So as to promote rapid development of China’s public rental housing, then meet the basic housing needs of low-income groups in the city, achieve the objective of everyone has the housing right.
