A Study On The Relationship Between Fairness And Efficiency Of Current Income Distribution In China

Income distribution is an important problem concerning the country’s economic development andconstruction of a harmonious society, fairness and efficiency is a major research subject of incomedistribution system reform. How to correctly handle fairness and efficiency in the field of incomedistribution will have great practical significance on China’s current economic reform and socialistconstruction.A fair distribution of income mainly from the beginning is fair, the process was fair and the resultis fair, the three links are essential. Efficiency mainly refers economic efficiency, that is the ratio ofconsumed resources and production in the process of economic production, simply, is the ratio of inputand output. The confrontation between the two main is not too much in pursuit of efficiency, or thepursuit of income fairness; unity of the two: efficiency is the basis of achieving fairness; in turn, fairnessmay promote further efficiency achieved. Therefore, we can not only emphasis on fairness or efficiency,we should emphasis on fairness and efficiency to achieve the dynamic balance of fairness an efficiency.Western economists and the major Marxist,such as Marx, Lenin, Mao Zedong and Deng Xiaoping, allhad analyzed on the theory of fairness and efficiency,which can be summarized as giving priority toefficiency theory, the priority of fairness, equity and efficiency in both theory.The relationship between fairness and efficiency is not solidification constant, different opinionsappeared in different periods. We esteem equalitarianism as the distribution fairness philosophy beforethe reform and open policy, which has harmed the efficiency. In the past three decades, China strived toexplore the relationship and had so many different opinions. Besides, maintaining the balance betweenthe two sides was another opinion, The country’s guiding ideology has changed gradually. At first, itwas “negative average and emphasizing efficiency”. Then, it had converted into equity and efficiencyalternating. Now our country paid more attention on social equity.The issue on fairness and efficiency in current income distribution, that is, there is an expandedtrend in income distribution between urban and rural areas, regions, industries, vulnerable groups andhigh-income groups as well as aggregation come of nationwide residents. We conclude that we shouldpay more attention to the fairness on income distribution. To solve the gap between the wealth and pooras well as fulfill the principle of fairness on income distribution, the key is to standardize the incomedistribution policy from the view of initial distribution and re-distribution under the guidance of fairnessand efficiency of Marx and Engels and emphasize fairness. These policy are useful in narrowing theincome gap between people, achieve fairness. Only the problem of fairness can be satisfactorilyresolved, fairness and efficiency can be able to go from the imbalance to harmonious development.
