With the increasing competition of China telecommunication market, Chinese telecom operators are facing even more severe challenge. Group customer has advantages such as great value contribution, extensive business needs, stable user stickiness, as a strategic focus of the three Chinese major telecom operators. Group Account Manager as a carrier with a link of customers, directly related to the maintenance and development of group customer market, which is so important to telecom operators. But the management of Group Account Manager has general inadequate. Branch City S of a Chinese telecom operator is a common ground municipal telecom operator, which is facing challenges in development of group customer market, and urgently need to improve the management of Group Account Manager to improve the market competitiveness of the group customer market.In this context, first of all, we used research interviews to research the management status of Group Account Manager of branch city S, and analyzed the key issues in the management status of GAM. The paper argues that to achieve hierarchical management of GAM is the basis to solve the problem. Then, we used behavioral interview to extracted positions competency elements of GAM of Branch City S. We established the principles and standards, and established grading competence model of GAM combined with the theory of competency. Finally, the paper proposed supporting strategies and suggestions for hierarchical management of GAM based the established grading competence model and the key issues Branch City S facing.In this paper, we established grading competence model combined with the key issues Branch City S facing and the theory of competency. The paper proposed supporting strategies and suggestions for hierarchical management of GAM based the established grading competence model. We hope that the article could help Branch City S to strengthen the management of GAMs, and to provide reference for management of GAMs of Chinese telecom operators.
