Industrial restructuring in Chongqing will continue to deepen its course as the demand structure and technology upgrading themselves as well as the shifting of the undertaking industry. Meanwhile, some factors such as huge amount of labor force, low level of cultural literacy, a typical dual economy, old-fashioned concepts on employment and market deficiency, will possibly lead to difficulty in employment transition or even affect future industrial restructuring and upgrading in Chongqing. Failure to solve all these problems will affect China’s long term social and economic development. Therefore, against the backdrop, it is crucial and urgent to analyze and study Chongqing’s industrial restructuring and upgrading, namely the impact of an advanced rational direction of industrial restructuring on local employment. This thesis tries to explore the impact of local industrial restructuring on the rate, structure and growth of employment. Based on the above, the thesis tries to achieve two goals. First, to uncover ratios of three industry equilibrium and the impact of each change on the employment rate and growth from the perspective of evolution; second, to study the impact of rationality and advancement of Chongqing’s industrial restructuring on its employment scale and orientation through a quantitative analysis. And it aims to help industrial policy makers to have an overall understanding of the relationship between economic growth and full employment.This thesis will separately discuss rationality and advancement of industrial restructuring and its impact on employment growth and the shift of employment structure with an empirical study of relative data in Chongqing from the year of1985to2011. The main findings are as follows:1) Theoretical analysis shows that the industrial scale determines the employment scale and the industrial structure determines the employment structure. There are two ways to facilitate industrial restructuring. One is that the demand for labor forces promotes employment; the other is that the interaction between one industry and the others boosts employment when development occurs in one industry and causes ripple effect. The former is an explicit employment mechanism; the latter is an implicit one.2) The empirical study shows that the impact of industrial restructuring in Chongqing on its local employment is complicated. It is conducive to growth and structural change of employment. It has a long term potential influence to employment. Both rationality and advancement of industrial restructuring put an emphasis on the employment population distribution, which is employment-oriented. Technology and capitals tend to flow to the focused industry based on the industrial layout. And the newly emerged industry also flourishes. It makes for full-employment and the economic vitality; guarantees economic growth, high productive efficiency as well as employment rate.3) This thesis concludes that the ultimate goal of Chongqing’s industrial restructuring should be to build a key national manufacturing base and a modern service center in the western China. In order to achieve this goal, a series of things should be done. For instance, a general industrial layout should be upgraded; the factor market should be regulated; the newly emerged service industry should be further developed; and the labor quality should be enhanced. Specifically speaking, industrial layout needs to be rationally planned. More energy should be put in industrial development. A full factor market needs to be established. An employment and service system should be improved. More attention should be given to the growth of service industry, to the accumulation of human resources, and to the breeding of modern industrial professionals, so as to promote a balanced and sound development of industrial restructuring, employment growth and employment structure.
