Research On Government Regulation Of Industrial Ecology In Our Country

For human to solve the contradiction between economic growth and ecologicalenvironment pollution, industrial ecology theory provides a new analysisframework,which can design and implementation of the strategy to reduce theproducts and processes related to the industrial system for the environment ofnegative impacts and achieve "win-win" of economic development and environmentalprotection. However, in the process of industrial ecology is also facing manyproblems in the implementation of the ecological factors; Therefore, only rely on themarket this "invisible hand" to solve ecological problems won’t work. In order toachieve the maximization of the overall social welfare, the government "the visiblehand" should play its proper functions, in order to achieve environmental protectionand economic development win-win goal. Government regulation to promote theecological process, improve the efficiency of market allocation of resources, toachieve economic development and ecological harmony. However, due to thephenomenon of government failure in the process of ecological regulation, and makepeople come to realize that the government in solving the ecological problems is notalways universal. Therefore, in order to realize the goal of ecological regulation,carries on the analysis of the Chinese ecological government regulation failure isinevitable.In this paper, the institutional economics, industry economics and the relatedtheory of new classical economics according to certain logical path to mix up theanalysis, the organic combination of industrial ecology and industry economics, andput forward ecological industry is the new form of economics, new meaning to enrichthe theory of industry economics, on government regulation and industry ecologicalrelations within theoretical analysis attempt is the innovation point of this project, andputs forward the government regulation can promote the ecological process,ecological effectiveness of government regulation has its inherent requirement.The article divided from content altogether divided into five parts: The firstchapter is introduction part, mainly is standing on the predecessors’ research results,the industry ecology, government regulation, industry ecology government regulationtheory is reviewed, and put forward the main problems that this paper studies. Thesecond chapter expounds the ecological importance of government’s rules andregulations. This chapter divides three sections: the first section describes basicecological connotation; the second section analyses the restriction and influence of ecological factors; the third section mainly discusses the necessity of industrialecology government regulation，in this section is, first and foremost, to thegovernment regulation are summarized, which leads to industrial ecology governmentregulation; secondly expounds the ecological regulation system of the elements;finally stressed about government regulation of ecological importance. The thirdchapter is the analysis about the present situation of ecological government regulationin our country. Content of this chapter is the core part of the article, mainly from twoaspects to analyze the ecological status quo of the government’s rules and regulationsin our country. Among them, in the first section summarizes the achievements ofecological regulation，such as laws and regulations developed, ecological regulationtools in play a role in promoting the sustainable development of economy and ourcountry in the aspect of ecological agriculture and ecological industrial developmentprogress and so on; section two discusses the current problems existing in theecological regulation:the first, as regulators there is unreasonable regulation behaviorproduce bureaucracy corruption behavior, imperfect legal system, the ecologicalregulation tools cannot play its role;second, as a prominent regulated aspect,introduced the corporate governance environment pollution’s enthusiasm is not high,there is fluky psychology; Third, as a social public participation mechanism is notperfect, the public ecological protection consciousness, etc. And on this basis made adetailed analysis about these problems. The fourth chapter for jiangxi poyang lakeecological economic zone ecological regulation case analysis. This chapter firstintroduces the development status quo of poyang lake ecological economic zone;secondly lists three of the ecological industrial park, and points out their problems inthe aspect of ecological regulation; in the final analysis the causes of these problemslies in: first, lack of ecological economic zone law; second, regulators behavior isunreasonable; third, the regulation design is flawed. The fifth chapter to perfect ourcountry government regulation of ecological countermeasures. This chapter fromthree aspects to put forward some countermeasures to deal with governmentregulation failure of ecological. First, in view of ecological regulation aspect, firstlyput forward to perfect the related legal policy and strengthening law enforcementcapacity; Secondly, reform the existing ecological regulation system; Finally,straighten out the government ecological regulation method. Second, aimed at byregulators, should strengthen enterprise to the concept of ecological protection andcultivate the willingness and capability of pollutant discharging enterprises environmental management. Third, from the public, should broaden the channels ofsocial public supervision, establishing the supervision system and strengthen theconsciousness of environmental protection.
