The Research On The Reform Of Pension Insurance Of Public Institutions

Well-established social security system is the fundamental guarantee of our country’s thelong-term stability and stable development. Among the social security systems, pension insurance isplay a very important role. With the rapid development of the market economy, the endowmentinsurance system under the original planned economy no longer suits to the development of theeconomic and social development, and also brings financial burden. The reform of endowmentinsurance Pension has been on the agenda. Although some progress has been made after years ofpilot reform, there still has no breakthrough. Therefore, to speed up the reform of the endowmentinsurance system is the requirements of the times, and the needs of all society.Shanxi Province is the typical pilot province of China’s endowment insurance system reform.This paper, with the focus on the case of Shanxi, presents a comprehensive introduction to China’sinstitutions endowment insurance system. The staff of the institutions in this paper excludes thepersonnel of the civil service establishment, and the reform of endowment insurance system in theinstitutions does not take the civil servants into the scope. Therefore, the paper only focuses on theresearch of institutions personnel’s endowment insurance.On the basis of a large number of literatures, the author, first of all, makes a summary on theachievement of Institutions Endowment Insurance System from scholars both at home and abroad.Then, according to China’s national conditions and the state of development, we can know thenecessity of the reform of endowment insurance system. The paper first makes an introduction ofthe general situation of China’s institutions of endowment insurance system, and then takes ShanxiProvince as an example to state the evolution of the endowment insurance system，Insured situationand reforms, and analyze the existing problems in the system. At last, according to the problems, theauthor puts forward the ideas and strategies for advancing the reform of the endowment insurancesystem. These strategies can also be used for the reform of endowment insurance system in ShanxiProvince as well as other places in China.
