| The development of policy agricultural insurance in our country must be based on thecurrent state of the nation and the reality practice of the development of different provinces(autonomous regions), seeking differentiated implementation path, that is, developing theprovincial policy agricultural insurance system. The provincial policy agriculturalinsurance system is an agricultural insurance system that based on regional differences ofthe level of economic development, the area of agricultural risk distribution, the presenceof the scale of financial support for agriculture and awareness of farmers on agriculturalinsurance. Anglicizing on it has important theoretical and practical significance.The main content of the paper is based on the related regional economic theory, thetheory of agricultural protection, public goods theory and principal-agent theory at homeand abroad, and defines the related concept of policy agricultural insurance. Based on thetheoretical foundation, the paper built the theoretical framework of provincial policyagricultural insurance system. From the differences of the regional development ofagricultural insurance, anglicizing the need of the development of agricultural insurancepolicy and the implementation of provincial policy-oriented agricultural insurance system,discussing the main content of the provincial policy agricultural insurance system in detail,which includes the operating principles, operating company, the system of the laws,financial subsidies, the provincial level of catastrophe risk reserve. At the same time, thestudy took two different ways for empirical research. One is empirical model estimates ofthe proportion of financial subsidies; the other is taking Shanghai, Heilongjiang, Xinjiang,Zhejiang for the provincial empirical case studies. Finally, the combination the provincialpolicy-oriented agricultural insurance system theoretical framework and the empiricalmodel and empirical case analysis, summarized the major difficulties facing by provincialpolicy agricultural insurance and proposed targeted policy recommendations. |
