Research On Suppliers Management In Government Procurement

Government procurement is an important strategy in economic macrocontrol, it is a means via which financial expenditure management is strengthened under the circumstances of mature market economy. The function of China’s government procurement evolves from the sole pursuit of economic benefits to the carrying out of the policy function and exertion of its social effect. As one of the major clients in government procurement, the suppliers’ performance is closely linked with the effectiveness of government procurement. Therefore, suppliers management in government procurement is a fundamental basis for suppliers quality control and a smooth conduction of government procurement. The performance of suppliers determines the quality, efficiency, effect, and success of government procurement. Facing China’s reality of relatively backward legal environment, imperfection of market economy and the different situations with developed countries, we Chinese are in urgent need of research on the function and status of suppliers in government procurement from a new angle, study of the appropriate administrative management in socialistic market economy and facilitation of the construction of government procurement system.The thesis begins with a literature review of government procurement at home and abroad, elaborating on terms such as government procurement, government procurement suppliers and government procurement suppliers management, etc. Then related theories concerning government procurement and samples of foreign government procurement suppliers system are introduced. And thirdly China’s government procurement system and suppliers management system is analyzed, illustrating the origin, system of government procurement and regulations of government procurement suppliers. Lastly an illustration of the status quo of government procurement of Rui’an is made, in which the following aspects are discussed with cases in Rui’an:qualification management, query and complaints management, bidding system management and government procurement suppliers management. Problems are raised concerning government procurement suppliers management in Rui’an and proposals are suggested. The purpose of the research is fulfilled for the perfection of government procurement suppliers management and the ideal solution is achieved for a harmonious, orderly, healthy, stable and sustainably-developing government procurement suppliers management.
