Along with the economic development of our country, the commercial bank scale is expanding, from the planned economy period to the market economy period, producing significant changes-from the role of institution to the role of enterprise. In the brutal market competition,sustainable competitive advantage comes from talent,at the same time the performance management system is the key combination tool to transform capacity recognition and and motion into a strategic advantage for enterprises. Therefore, the implementation of the scientific performance management would be an effective way to enhance the organization performance, and to create the core power for the development of banking business.This paper is aimed at researching and designing the performance management system for the business department staff of H bank Liaocheng branch, by analyzing the distinct problems in their performance management, guided by the bank development strategy, according to Human Resource Management and Performance management, and with the comprehensive use of MBO, KPI, BSC and other tools. Firstly, the paper describes status of performance management for the business department employee of H bank Liaocheng branch, and provides a depth analysis in allusion to the actual problems and the reasons, in order to form the design idea and key points of employee performance management system in the business department. Then based on four dimensions:finance, customer, internal operation, study and development, the paper will break down the overall strategic goal of the branch, and redesign the key performance targets of both the branch and the department. Moreover, taking the minor enterprises’credit department as an example, the paper will describe the design of the crucial target system of the staff in detail, and then create the process to establish the performance management system. Finally, the paper will analyze and discuss the security measures of employee performance management in which providing the guarantee of effective implementation of the performance management system in the branch. Through the effective operation of the business sector employee performance management system, and apply the performance results of the full application of the employee incentive compensation management and other fields, form a system of human resource management system, to help improve business department employee satisfaction and the enthusiasm for the work, be able to create more continuing value for the branch.
