It can fit the requirements of the agriculture, the medium-sized and small enterprises better than RCC.However, does the RCB have fully got rid of the malady of RCC? What external environment and internal environment does it may face? How to deal with the negative factors? In order to find the answers of these questions, the writer chooses the Hefei science&technology rural commercial bank as a model to analyze.The Hefei science&technology RCC was found on February,2007, and its former is Hefei credit cooperative. During these years, all kinds of operational indicators go up.The writer searches the origin of Hefei science&technology RCB through the reform of rural finance, and then analyzes the state of business through annual reports and other data.Then the writer analyzes the external environment and internal environment that Hefei science&technology RCB. The theory of the industrial economics, development economics, the institutional economics have been used to state the internal environment from6points:the distribution of cooperative, the human resources, the corporate culture, the property right structure, the innovation and the management of risks.The method of PEST and five forces model have been applied into the external environment analysis of Hefei science&technology RCB. From the analysis of the PEST, the Hefei science&technology RCB is facing a serious fame atmosphere and powerful supervision. It can also be inferred that the Hefei science&technology RCB is confronted with the big customers’ strong bargaining power and threatens of the substitute products from Porter’s five forces model. To deal with the external adverse environment, the Hefei science&technology RCB can advertise more to remit the serious fame atmosphere; it also should have business innovations to deal with the power of the substitutes and should lay emphasis on the management of big customers to weaken their bargaining power.
