Being developed in a special historic conditions, state-owned commercialbanks in our country are deeply influenced by the external changes. Though theshareholding system reform introduce market-oriented operation, the nature ofstate-holding is never changed, which makes state-owned commercial banksbeing located in the center of our economy and financial system, dominating theredistribution of social resources. With this broad force, the management ideasof state-owned commercial bank play a key role in the economic development ofChina. By now, the whole society have come to the consensus that enterprisesshould fulfil their own social responsibility. Because of the particularity of highindebtedness and the historical inherited publicity, the social responsibilities ofstate-owned commercial banks go beyond what a general enterprises should take.Nowadays, more and more attentions are paid onto state-owned commercialBanks’ social responsibility fulfillment, but the result is not so satisfactory. On the one hand, banks are continually showing their achievement to fulfil socialresponsibility, but the social opinions to this are mixed. On the other hand, theeconomic situation in our country is witnessing profound changes in thefinancial environments, management and development of state-ownedcommercial Banks have brought huge challenge. The change of externalenvironment also affects the practicing activities of state-owned commercialBanks to take social responsibility. This paper argues that to solve the plight ofsocial responsibility fulfillment for the state-owned commercial banks, theconnotation of which should be clearly defined and prioritized. In addition, allunfair demands should be removed. Starting from the analysis of the socialresponsibility of the state-owned commercial banks, we can find out the rootcause of the existing problems and put forward countermeasures, which havevery important theoretical and practical significance. This paper argues that theroot cause of state-owned banks being lack of social responsibility is thatexternal environment is not so optimized. Therefore, to fulfill state-ownedcommercial Banks social responsibility is to improve the externalenvironment,meanwhile,build effective corporate structure.By clear definition,motivation, supervision and other means, banks’ profit behavior would beconstrained within a reasonable range, which finally promote the process offulfilling social responsibilities.This article consists of five chapters, the first chapter expounds the researchbackground and research purpose of this article, the review summarizes the research results at home and abroad. The second chapter for the necessity of thestate-owned commercial Banks to fulfill social theory elaboration, chose the partof economics and management theory as the theoretical foundation of the socialresponsibility of state-owned commercial Banks. From the publicity of thestate-owned commercial Banks, it can be put forward that the most importantand special social responsibilities of state-owned commercial banks are marketregulation, policy transmission and, as the core of social credit system, to protectthe safety of funds. The third chapter analyzes in detail the present situation ofthe state-owned commercial Banks to fulfill social responsibility, through theanalysis of data and examples presented to show the existing problems andanalyze the cause of them, which is rooted in the external environment is notoptimized. The fourth chapter summarizes the foreign successful experienceabout how to build corporate social responsibility. The fifth chapter mainlyfocuses on the problems presented in the previous chapters and put emphasisonto the countermeasures and suggestions to solve the problems, from the viewof internal governance and external environment.
