Dangerous Goods (DG) air cargo throughput is soaring in China along with the rapid growth in its national economy. And safety concerns in DG air transportation keep haunting the aviation sector. It’s very significant to keep building and improving government surveillance over DG air transportation as it has a large bearing on public life, property, safety and the environment.This essay will take an analytic look into the current mechanism in China, with regard to the legal system, government structure and administration system, corporate obligation to safety and emergency control system. In light of advanced management system in industrial countries, this essay tries to find means of improving DG air transportation management system in China in order to maintain safety in DG air transportation as we try to further rectify and promote growth in the sector.This essay comprises nine parts. Part One identifies the object, situation, general content and ways of studying the essay. Part Two tells why China needs to reinforce DG air transportation management and the key elements in the current management regime. Part Three identifies loopholes in the related laws and regulations in China by cross-comparing the legal system monitoring DG air transport in China and the western world. Part Four brings into perspective the government structure for DG air transport control. The agency and inspector setup in industrial countries works to shed light into the government setup in China. Part Five summarizes three systems monitoring DG air transport in China, namely licensing control, sustained monitoring and training systems. Management know-how from industrial countries suggests rooms to improve for us in identifying scope and vehicle of management. Part Six discusses the safety roles of all parties related in the DG air cargo value chain, including the DG air carriers, cargo owners and forwarders, ground handling agents and security agencies. Only through concerted efforts can we constitute a safety precaution system in the DG air transport sector. Part Seven gives examples of DG air transport accidents in China, and government performance in emergency control. Comparing ours with the emergency control in western countries we come to policy recommendations on how to act more responsively and in a better order when accidents or emergencies strike. Part Eight deals with other bottlenecks affecting DG air transport administration, such as the communication and conciliation among government agencies involved in the oversight of the industry, certification of agencies in DG auditing, missing industrial norms for DG containers as well as resource consolidation and teamwork among mandated government agencies. Part Nine is a summary of remedies, on improving the legal system, strengthening the management team, upgrade the administration regime, put to force corporate obligation to safety and more established ways of emergency control. These are the critical elements for China to better administer its DG air transportation, and offer to maintain safety in the long run.
