The Research Of Intergration Management Practise In Telecom Operator’s Strategic Management System

The strategic management intergrade in company operation sysetm is the core question of corporation management and this paper studies how to build the strategic management system for large-scale enterprise like a telecom operator based on Strategic Planning. Without the supporting of Strategic Planning, the strategic management system can not be launched or operated smoothly and successfully, and the corporation’s strategic goal can finally only be existed in the paper.In this paper, one new strategic planning system is proposed which composed by five modules, they are Strategic Environment Analyzing, Strategic Goals Setting, Strategic Scheme Identification, Strategic Measures Building, and Strategic Results Assessment. The author carefully studied and clearly clarified why these five modules are indispensable and how they are collaborate and cooperate.After the overall architecture of Strategic Planning has been expanded, the five modules are also detailed analyzed. Considering there are lots of new concepts, methods, tools and methodologies are evolved and used, the definition of key concepts and the working approaches for each module have been determined in order to get things down. And finally the overall working process for the whole strategic planning have been determined to make all the five models work at one well-structured, interrelated, closed-looped process which is one essential core component for the whole strategic management system.
