Project Quality Management System Of Sichuan Huadi Co.

With the progress of human society and the development of science and technology, the step of urbanization continues to accelerate, population increases rapidly, and the range of human activities keeps expanding. Besides, the overexploitation of natural resources and the continued destruction of the environment make natural disasters increasingly severe. What is more, frequent earthquakes in recent years induced a large number of secondary disasters. All these factors lead to the growing number of geological disaster prevention projects. The purpose of geological disasters survey is to scientifically determine the geological characteristics, steady state and development trend. It helps to analyze the risk of geological disasters, demonstrate the feasibility of geological disaster prevention and the comparison of the optional plans, and finally provide design basis for the prevention project of geological disaster. The quality of the geological disaster survey can directly impact the effectiveness of the whether the prevention project. There have been many lessons from the accidents during the development of geological disaster prevention. According to the comprehensive analysis, geological disasters contain devastating destructiveness, which directly endanger the safety of people’s life and property, and threaten large factories, mines, and traffic arteries. Meanwhile, the cost of post-disaster reconstruction is massive, and the disaster can result in huge negative social impact. That is why the survey of the geological disasters is such of importance. The survey must focus on geological disasters’ basic features, the calculations of the stability, the evaluation of the causes, and the influencing factors; therefore, provide a reasonable controlling scheme. Hence, it is necessary to establish an effective management system for the companies in order to guarantee the quality of the project.In this paper, literature research, field research, comparative analysis method and some other methods are used. It firstly introduced the domestic and international quality management system and some study reports of current geological disasters situation, which set a good foundation for the establishment and implementation of quality management system. Then it states the possible causes of the quality management problems through an in-depth study of the current quality management situation at Sichuan Huadi Company. This paper clears the company’s quality policy and objectives based on Huadi’s problems of its project quality management along with the characteristics of geological disasters survey organization. A comprehensive, effective and sustainable improving quality management system was established at Huadi, which mainly consists three parts: quality management system organization, quality management system process, and quality management system documentation. Quality management system organization: general manger takes charge of three-level management, deputy general manager and chief engineer assist general manager administer second-level entities. Quality management system: it includes management of activities, process of resource management, and the process of product realization. Quality management system documentation: Haidi’s quality management system documentation is divided into three levels. The first level of file is quality manual, the second level file is procedure files, and the third level file is job files.This system was tested while it was used in the emergent mudslides survey at Xingfu Dirtch, Gendate Region, Wenchuan County. According to the practice at Xingfu, it shows that this quality system can effectively improve the quality of the project, achieve the goals of the project, and prevent the potential accidents caused by the ineffective geological disasters prevention project due to survey problems.Therefore, establishing a comprehensive effective and sustainable improving quality management system can help control the quality of the management of geological disaster survey for such companies.
