Weather forecast is related to the smooth conduct of the social production as well as people’s personal and property safety. For the convenience of meteorological workers to make more accurate weather forecast, several meteorological analysis softwares have been developed so far. However, traditional meteorological analysis softwares are all based on desktop, which isn’t convenient for the sharing of massive amounts of meteorological data and service products. At the meantime, meteorological data have the character of heavily updated, massive amount and immediacy, the traditional WebGIS shows weak interactivity and low efficiency, This leads to poor user experience, and stops the development of WebGIS in meteorological field.As the main technology of RIA, Flex has the advantage of both C/S structure and B/S structure, the former has excellent user experience, and the later can be deployed flexiblely. Above all, the National Meteorological Center of CMA is developing a system platform based on Flex——Web Micaps, It is a professional GIS application development platform to support meteorological application and can customize various applications of meteorological industry, so as to adapt to the needs of the meteorological department at different levels. This paper is based on the Web Micaps platform, starts with the publishing of massive amount of meteorological data and service products, some researches on image pyramid structure, multistage tile cache directory, map service caching technology, client rendering technique, design and implement of the new contour tracing algorithm as well as the contour’s smoothing, labeling and filling have been done.First of all, from the perspective of global system, this paper studied the technical route, the overall architecture, the development process and function module of Web Micaps platform, and developed the surface rainfall module;Secondly, I did some research on the mass of meteorological data from the perspective of vector and raster data model, and realized their organization and management solution, as well as the slice of the pyramid structure of the image data and built the cache directory based on the meteorological grid model.Thirdly, the paper focuses on the researches of the client design based on Flex technology, as meteorological data has the character of accurately display and frequently update, this paper designs a new image pyramid construction algorithm to realize the cutting of image data. With this algorithm, a meteorological data publishing process has been designed. Besides, in order to publish the vector data efficiently and improve the interactive performance, a Flex-based client rendering techniques has been used to achieve the optimization of data classification show;Finally, for high-resolution regular grid data the efficiency of the traditional contour propagation algorithm is low in the network platform, to this end, this paper proposes a new contour tracing algorithm, and achieved smoothing, labeling and filling of the contour. Compared to the contour propagation algorithm, the result proves that this algorithm has greatly improved the efficiency of the web platform, which contributes to the build of the meteorological information publishing platform and the publishing of massive amount of meteorological data.
