Lightning disasters always threaten to peoples’ survival,timely lightning warningsystem can effectively reduce the loss caused by lightning disasters.Lightning can causecasualties and obvious hazards to aviation, power system, computer intelligentconstruction, especially great economic loss for some important spots, scenic spot andoil depots. The course of thunderstorm is so complex that research on the multiple ofobservations related to the lightning occurrence is significance the lightning forecast,which gives some reference to the business for lightning. As the widely use anddevelopment in global for Internet/Intranet technology and Web technology,And therealistic requirement of building information platform caused industrial information andcontrol systems migrating to the Internet/Intranet. It had became indispensable andimportant component for software by using Web technology to realize the remotemonitoring and information release, also it is the developement trendency for lightningwarning in21th.The damaging effects of lightning is the discharge process, ie lightning returnstroke. The electromagnetic field generated by the lightning return stroke activity,especially in the field of radiation attenuation in a wide area communication process issmall, and the reflection effect caused by the dispersion caused by the soil conductivity,surface undulating, can be spread along the surface even hundreds of kilometers away.General building have a wireless tower on the roof of a building above has alightning rod, lightning rod, wireless tower, the building’s steel frame, reinforcedconcrete wall between each other bolted. When a direct lightning stroke occurs, thelightning surge current compromise the steel frame of the building, reinforced, strongelectromagnetic fields generated within the building, while the high potential of thevarious devices within the same building Poor, which damage to the equipment.At first this paper introduced the basic theory from lightning warning, andproposed some methods for lightning monitoring and warning. The paper focuses on the design and implementation for lightning monitoring system software. Thispaper proposes a new configuration Realizating method for software Web GIS whichbased on ArcIMS technology platform, achieved the purpose of unity between the Webconfiguration software publishing effect and the efficiency. The realization of thesystem is based on the Web GIS technology and the Internet browser, And this systemrealization ways used the B/S structure. In composition structure and applicationtechnology it has the very big difference with traditional GIS technology.Furthermore,this paper discussed the design and realization about lightningmonitoring system software. This software can be used in monitoring real-timethunder’s happening, reviewing historical data etc. Not only can it make users grasp thechange of the ground electric field promptly and accurately, also provide the functionabout lightning warning.The innovation of this paper lies in the real-time data from Web monitoringobtained by real-time control strategy. While not like traditional configuration software,its data got from database, thereby the real-time performance could be improved.
