Luoyang is located in the west of Henan Province, made up of mountains and hills and influencedby continental monsoon climate of the warm temperate zone. Frequent storm flood disasters in seven tonine months every year that have serious impacts on the local social and economic development andpeople’s production and life. This paper took nine counties and cities of Luoyang as the research unit, byconsidering two aspects which were properties of hazard-affected bodies and capacity of social disastermitigation, then analysed the reasons from three aspects of sensitivity, economy and society.13flooddisaster vulnerability assessment indicators (population density, number of minimum living protection, thearea of crops planting, the area of orchards, the reinforced concrete structure and brick houses area ratio,the per capita net income of farmers, the urban and rural residents savings balance, the tertiary industry’sshare of GDP, the deposits of the financial institutions, highway density,10,000health care workers,10,000students in the school and the television coverage.) Firstly, by using the method of analytichierarchy process to ascertain the weight of13indicators, then based on variable fuzzy set theory to buildLuoyang County flood disaster vulnerability assessment model, after applied the assessment model tocalculate the storm flood vulnerability of each research unit, finally, use the mapping function of GISsoftware to draw the level map about the flood disaster vulnerability assessment of the study area.The conclusions are as follows:(1)The article calculated the mean storm flood vulnerability of each research unit through thedetailed evaluation process of the variable fuzzy. The results are that the mean value of Yanshi is1.8234, Mengjin is2.9388, Xin’an is2.8322, Luanchuan is2.6563, Songxian is3.7908, Ruyang is3.8556Yiyang is3.8255, Luoning is4.1173, Yichuan is3.1794.(2) The storm flood vulnerability levels of all research units are YanShi is low; Mengjin County,Xin’an County, Luanchuan and Yichuan County are moderate; Song County, Ruyang County, YiyangCounty and Luoning County are high.(3) Based on the evaluated vulnerability level of the study area and combined with the selectedindex factors, specifically put forward some suggestions to reduce storm flood disaster vulnerability foreach county and city.(4) The results show that, the method of county flood disaster vulnerability assessment based onvariable fuzzy set theory has a certain rationality and feasibility.The results have some reference value forthe establishment of disaster prevention and mitigation policies and reduce the flood disaster vulnerabilityand disaster losses for the nine counties (cities) in Luoyang.
