Geographical spitial database construction and update is an important part of nationalspatial data infrastructure. Meanwhile, it’s quality directly influence and restrict the gepgraphicinformation application effect. Toponym is an important part of the geospatial data and plays avital role in the application of geographic information data. With the rapid development ofnational economy and the regulation of administrative division of administrative region,Toponym data is also in constant change. As a result, hence the differential in the source of thegeographical data and geographic scale, and the distinction its application on different objects,toponym and its quantity appears differential in different geodatabase. Consequently, toponymdata consistency in multi-sacle geospatial information processing has become important researchdirection. In this paper, we discussed the toponym change mole and analyzed the reason for theinconsistent multi-scale toponym data, the model and the method ology of multi-scale toponymdata consistency processing is put forward on the basis of the geometric data similarity andsemantic similarity matching technology, we conducted more thorough research on multi-scaletoponym information consistency processing, and developed the corresponding test system. Themain coutents include:1. Expatiates the studying background, the significance and the domestic and internationalrelevant research on toponym consistency processing, points out the existent problems in theresearch of local fixed data consistency, puts forward the necessity and urgency of the toponymdata consistency processing.2. Decomposes the basis concepts and related theory of toponym data, studies the geometricsimilarity measurement model and attribute similarity arithmetic, laid the theoretical foundationof the establishment of multiple scale toponym consistency processing model and matching andupdate algorithm.3. Analyzes the reasons of different types of name change as well as the causes of thetoponym data inconsistencies, narrates the basic process of toponym data consistency processing,gives the principle and contents of the toponym data consistency processing, deals with themulti-scale toponym information inconsistency, studying the rarely-used Chinese charactersentry and visual problem.4. Toponym data similarity matching technology is studued respectively from the aspects ofeither geometric similarity and semantic similarity, according to the different data types, wegives a variety of toponym similarity matching techniques and models, using experiments provesthe feasibility of the algorithm model, and has made the detailed analysis of a variety of experimental data, and preliminarilyrealized the toponym data consistency processing matching.5. The development of multi-scale vector toponym data consistency processing erperimentsystem, the system main function modules including attribute query, rarely-used Chinesecharacters processing and toponym matching updates.
