| With the higher education developing for more than10years, China’s marine management education has developed into a multi-level system of undergraduate, master’s and doctoral education, cultivating large numbers of high-level marine management talents, who are urgently needed in China. China’s marine management education has achieved fruitful results, but still it’s facing considerable challenges. Meanwhile, China introduced it’s first medium-term and long-term plans on marine management talents development in recent years, put forward specific requirements on marine management talents cultivation in the next decade. The higher education on marine management is now in the key historical period. This paper collected relevant literatures on marine management cultivation and talent cultivation home and abroad, using literature method, relative method, survey method, case analyzes method and other research methods, defined the meaning and the extension of marine management talents in China firstly. Secondly, this paper analyzed the shortcomings and principal problems of marine management talent education, including:(1) Training objectives are not specific enough, the discipline directions are far too general;(2) Training process is alienated from reality, students have little opportunities to participate in the practices;(3) Training system is not mature enough, the sea-related colleges and universities haven’t formed their distinctive training schemes, training plans and quality of teaching need to be improved; etc. And this paper summarized the successful experiences of such education and cultivation overseas, and revealed the reasons why we are facing troubles, which are:the inaccurate of the professional orientation, the lack of undergraduate education, and unsuccessful communication between colleges and employing units. Thirdly, this paper summarized the social environments for marine management education from the aspects of economic factors, higher education factors, political factors and professional factors. The demand for marine management talents is surely to increase. Then, this paper discussed the ideal model for the education and cultivation of marine management talents, which consists of multi-level and transdisciplinary education, and various types of cultivation. Besides, this paper explored the possible measures to fulfill the requirements of the Talent Development Program and Integrated Marine Management, brought up initial proposal of education and cultivation, and carried out some study on how to highlight distinguishing features among these universities and colleges. |
