In recent years, a series of frequent occurrence of climate issues caused by globalwarming brought many adverse effects to the ecological environment, human activitiesand urban construction, then climate change has become a hot issue of internationalconcern. As a gathering place of the high density of population and supplies, city is notonly the major source of climate change, but also the key point to solve the climateproblem. In this context, the current urban planning ideas are beginning to change inresponse to the climate change direction, however, as an important part of China’s urbanplanning system and the main basis for the management of urban constructiondevelopment, regulatory detailed planning has a positive role in promoting urbanconstruction to reduce emissions and increase climate disaster resistance. In this paper, theregulatory detailed planning technology addressing climate change has been launched anin-depth study, in order to improve the urban planning system to respond to climatechange, and provide scientific and rational planning technical support for urbanconstruction.The study arranges the current city planning theory and methods addressing climatechange by systems analysis, disciplinary, induction and deduction, and proposes thepreliminary ideas of the process, the main contents and form of regulatory detailedplanning. This paper includes four main parts: The first part describes the progress of cityplanning studies to address climate change, in one side summarizes theoretical studies andplanning practices, including urban planning to mitigate climate change and adapt toextreme weather, in the other side points out that the reference for the regulatory detailedplanning; The second part reflects on the current regulatory detailed planning of the lackof addressing climate change, and proposes changes in the key areas and ideas ofregulatory detailed planning, which is in the urban planning framework to address climatechange; The third part starts from the principles, procedures and results of the content ofthe regulatory detailed planning, to direct at data collection and issues to address climatechange research, plan design in the use of technical means and the contents of thepreparation of the outcome which are need to be increased, propose specific methods ofwork; The fourth part focuses on the regulatory detailed planning technology addressingclimate change, first proposed control regulations work paths, including climate typepartition, the main contents and the control indicator system, and then sequentiallyanalyzes the basic control contents and special control contents, at last interprets thecontrol indicator system addressing climate change. Finally it builds a comprehensivesystem of regulatory detailed planning technology addressing climate change.
