| Eco-tourism emphasizes the harmonious development between man and nature,that is a sustainable form of tourism which is pay more attention to the protection of thetourism environment. After more than20years of development,eco-tourism is graduallybeing accepted and receive attention in China. However, most of the development ofeco-tourism only remain in the primary stage in the tourist practice. As the unsoundlegal regulation, weak management and supervision, and local government emphasis onthe presence of the economic benefits of tourism, eco-tourism resources not only did notget the full and complete protection, but was severely damaged during the developmentprocess, lead to the degradation of ecosystems and derogation of landscape value.Eco-tourism is abused only as a label attached to the new tourist fashion,that did notreached the true sense of the basic requirements of eco-tourism in fact, that triggers aseries of social problems. Environmental protection, the he core values of theeco-tourism is not really achieve. Such "ecological" eco-tourism make the sustainabilityof tourism development have been seriously affected and constraints.Hanzhong City of Shaanxi province, leaning on the Qinling Mountains and theHan-River, with beautiful landscapes as the great advantage for developing eco-tourism.In recent years, benefited from the opening of the Western Han Expressway andinfrastructure improvement in the conditions of Hanzhong, eco-tourism is increasinglyshowing the momentum of prosperity. The increased number of tourists directly contributing to the rapid growth of the local GDP. At the same time, the protection ofthe eco-tourism resources problem in Hanzhong City is increasingly prominent.Due toover-exploitation and inadequate supervision, the protection of many original ecologicalflora and fauna, water resources and geomorphology is facing the serious challenges inHanzhong.Hanzhong as an example, this article build a framework by comparing laws andpolicies to analyze. In the context of existing legal framework and policy system,proceed with two levels of the legal protection of the eco-tourism resources and policycoordination, and classify the eco-tourism resources in Hanzhong to explore theprotection issues about the ecological flora and fauna, the original ecological waterlandscape, historical and cultural folk. Combing the present legal and policy practice ofecological tourism resources protection in the development and utilization. On this basis,commenting the effectiveness of the implementation and defects of policies and laws ofecotourism resource protection in Hanzhong., to reveal the fundamental problem whichobstruct the protection of eco-tourism resources and analyze what reasons caused thisproblem. On this basis, it is trying to build a basic protection system of legal and policythat is to resolve the problem of the eco-tourism resources protection and achieveharmony and unity of natural environment and tourism economy, in order to provide thegood experience in the protection of in China and realize the value of this study. |
