Morden Artificial influence the weather work become the important means ofreducing disaster in Sichuan province.It also become the important means of serving thepeople. This work has achieve lots of economic and society efficiency in defencingmeteorological disaster、purifying air and serving the important society celebrationceremony.According to the researing,the Proportion of Input and output in artificialinfluence the weather work has achieced1to200, which Plays a positive role in Theworld garden city construction.The project aims to devolope the platform,which ispracticality and can be popularized in the field of artificial influence the weather. Itmakes this work objective、 scientific and normal,increase the technologycontent,exchanges the information rapidly and exactly. Trough the program,the level ofthe artificial influence the weathe work will be reased mordenly, it meet the need of thedevelopment of meteorological receptionist,it has significance to the development ofthe artificial influence the weather work.This paper′s background is develope the Platform of Artifical WeatherModification for Command and Information Collection (MCIP). The theme isdesigning the MCIP. It use the CINRAD data to analyse the distribution characteristics、water vapor condition、horizontal and vertical structure、rainfall effectiveness、catalysisphysical condition, It establish many factors such as the resources distribution ofthe cloud、rainfall structure characteristics、moisture content、rainfall transformationefficiency、increasing efficincy of rainfall by aircraft、the cloud vertical structure、vapour thickness、cloud thickness and the rain condensation etc. It has conclude thediscrimination index of artificial influence the weather work.and design the MCIP. Italso integrat the platforms in analysing conditions、Commanding and dispatching、realtime monitoring and effect evaluation.The MCIP integrate the Weather monitoring data and the numericalforecasting.it conclude all the work of artifical influence the weather. Through usingthe CINRAD data,it realize many functions,such as the exchange of information from the control center to the point、the early warning in artifical influence the weather、thediscrimination index、effect evaluation、the dosage of using bullet. It makes the workcome true in many aspects,such as “the Advance warning、Science of command、Effective evaluation、scientific management”. It form many systems such as in Airand ground commanding system、fixed and mobile system、morden commandingartifical influence the weather. It is important to improve the ecological environmentin Si chuan province.In practical applications,the area of artifical influence theweather increase to8000Square Kilometers from3000Square Kilometers.theefficiency of artifical influence the weather work increased10-15%. Theserviceability of artifical influence the weather work in Si chuan province hasachieved the advanced level in our country.
