With the country’s urbanization develop these years, these regions are hard hit bythe heavy rain and flood. In our country and foreign countries, the flood was occuredmore and more frequently in the city. some climate accidents which are leaded by theprogress of social economy and the GlobeWorming (global warming) are becomingeven more frequent. It is obvious that a lot of things such as urban interrupt and blockedtraffic, house collapsed, power outages and excessive groundwater are caused by theinfluence of the heavy rainfall. Study on strengthening the technology that related to thecontrol of water regimen, it can have great significance in reducing the loss ofproperties and related persons that were brought about by the urban flood..WebGIS is combinated by the computer networking technology and the geographicinformation system. It has the function of analysis and management and it is used wildly.This topic based on the research of the jiangxi province rain data informationdetermines the appropriate platform and structure, etc. It reserches and developes thepowerful combination of ArcGISServer, Visual C and ASP.NET.This thesis deeply analyzes the development of the platform based on the structure ofArcGIS server and discuss the inner stucturre of ArcGISServer and the technology ofdevelopment server project. The forecast system which is needed by the rainfall reimeof jiangxi province is set up on this platform. This thesis mainly narrates the design ofdatabase and overall structure and the study of the flood simulation.The main work of the thesis is to analyze the rainfall of Jiangxi province. Underthis condition, the development of the WebGIS system of the rainfall in jiangxiprovince has been completed. It fugures out some problems about current analysis andmonitoring of rainfall in jiangxi province and release not timely bacause of various ofreasons. Even it implements a targeted application system, and build the foundation forthe final forecast.
