Risk Management Research Of Groundwater Development And Utilization Projects In WushenQi

Since the large-scale development strategy for the western was implemented, the growth rate of social economy has been significantly improved, many major industry projects have moved into the Ordos region, especially Wushenqi (located in the southwestern of Ordos). However, the requirement for fresh water is getting more and more in Wushenqi accompanying the development of social economy. As we all know, water is the one of the basic needs of social economy and human, now, fresh water is mainly from the underground in Wushenqi, but the risk management of development and utilization of underground water in Wushenqi has not yet been carried out.Based on the concept and the associated theory of the risk, the characteristics, definitions and classifications of systematic risk for development are explored in-depth. Based on these, the influential factors of development and utilization of groundwater were analyzed, and also what is risk assessment for groundwater development system is explained. Meanwhile, the progress of utilization and development of underground water, the situation of groundwater and economic condition of Wushenqi were studied, and this thesis build an indicator system for the risk assessment of developing groundwater, based on the study, the catastrophic model is used when evaluating the risk of development of groundwater in Galutu, Haolebaoji, the synthetic coefficients of evaluated development risk of groundwater were0.7838and0.7688separately for Galutu and Haolebaoji. We predicted out Hatoucaidang, Wulantaolegai, Taoli with synthetic coefficients0.7993,0.5146,0.7200separately using the same model. According to the state of groundwater development risk classification standard, the various risk stages of development and utilization of groundwater were given out, and based on these indicators, we can get corresponded risk management recommendations.Development and utilization of groundwater is a long and complex project, in which many factors should be considered. It’s not only to help water authorities recognize the importance of risk management, enhance their risk prevention and control of consciousness but also ensure the entire development and utilization projects running smoothly in the life cycle to improve groundwater exploitation project risk management.
