With the increasing of mining depth and intensity,coal and gas outburst disasterstended more serious in China.Major coal accidents frequently occurred which brightedthreats to mine safe minging and the heath development of coal industry.It is a bigtechnological problem for us to deal. The specification for coal and gas outburstprevention gives us the principles that the regional prediction of coal and gas outburst isprimary and partial prediction is auxiliary.To predict and identity coal and gas outburstaccurately is becoming more and more significant.Firstly, the paper had a summary on the research status at home and abroad andanalyzed the existing problem,through the major and typical examples,thensystematically analyzed the accident process,the occurrence cause,the experience andlessons and so on.The paper theoretically studied the problems thatcharacteristics,mechanism,the control effect of geological structure,outburst law aboutcoal and gas outburst,based on the typical examples,then proposed theoretical basis forregional outburst.Propose a new method which is based on the analysis that is aboutgeological structure has control action on coal and gas outburst, single index method,comprehensive index method by using the gas teconic gradual control theory, themethod is called the control action of geological structure and comprehensive analysisof prediction index which was applied to predict outburst hazard of B3coal seam inQuandian coal mine successfully, the identification result is that B3coal seam isnon-outburst coal seam.The practice shows that the new method is comparativelyscientific and the identification result is reliable. The identification result was adoptedby Quandian coal mine and safety supervision department of government,and had theimmensely guiding role for safety production of Quandian coal mine.
