Currently, the main problems that many wastewater treatment plants facing are thehigh discharge standards and high cost of running due to the bad operation andmanagement, the antiquated system process and higher and higher emission standard.One of the most effective approachs to overcome these problems for the wastewatertreatment plants is upgrading and rebuilding, which are becoming more and moreimportant and necessary with the development of the national economy.A wastewater treatment plant located in a county of Chongqing in the ThreeGorges Reservoir Region (TGRR) area employs the double series improved DEoxidation ditch to processing sewage and the processing volume is about38000t everyday, less than the designed scale of40000t/d. With the constantly improvement of thesewage pipe network of the town, the sewage amount inCreases sharply, as a result, thewastewater treatment plant running at full load. Moreover, about200t/d of landfill wasteleachate is pouring into the plant, which causes high impact. It is a high pressure for theplant to realize the standard TN discharge. The wastewater treatment plant authorizesArchitectural Design and Research Institute of Chongqing University to collectinformation and site survey of the upgrading project in January2010. The workingdrawing was finished and delivered in March2012and the construction officially beganin June2012.This article focused on the debugging process during the construction ofwastewater treatment plant. By adjusting the space configuration of the originaloxidation ditch, we reformed the original process to double series inverted A~2/Otechnology. According to the requirements of the local environmental protectiondepartment, the treated effluent quality should reach the Discharge Standard ofPollutants for Municipal Wastewater Treatment Plant (GB18918-2002). In this regard,our attentions are paid to how to ensure the steady transition during construction. In thispaper, we analysed the operating parameters and water quality during differentconstruction stages and achieved a good treatment effect by controlling and modulatingthe biochemical environment and hydraulic mixing conditions of the channel. We alsocompare the energy consumption of the wastewater treatment plant before upgradingwith the average level of the energy consumption in China. Combined with the theoryenergy consumption of the wastewater treatment plant after upgrading, we do assessment for the energy consumption situation, providing reference for energy-savingoperation in the future. At last, we proposed solution to overcome the difficulty ofreaching discharge standard under low-temperature condition in winter for thewastewater treatment plant.The commissioning work is carried out accompanied with the construction of thewastewater treatment plant. To realize the highest processing ability of the system andensure the steady transition during construction, we control the different operatingparameters during every stage, providing a technological reference for upgrading undersimilar conditions in the future.
