Yan Chang oil field’s rapid development has greatly promoted the development of crude oil pipeline transportation, crude oil pipeline transportation can greatly reduce costs, reduce transport loss and save energy, but also conducive to environmental protection and transport routes nearby traffic safety with significant social benefits and environmental benefits. However, the risk of oil pipelines should not be overlooked, in the event of environmental accidents, the consequences of the damage will be extremely serious. Therefore, this research is necessary.This paper uses oil and gas storage and transportation engineering, environmental engineering, project management and systems engineering theory and methods, results have been summarized at home and abroad in it.Through the oil pipeline project environmental risk assessment system identified the risk factors being studied, to select and determine the main environmental risk factors to propose the risk assessment system integrated analysis-Fault Tree Analysis. To take Zi Bei-Yong Ping oil pipeline project of Pipeline Company of Yan Chang Group as a case,to propose the comprehensive analysis of risk assessment system to verify for the environmental risk assessment of studying, to verify the validate feasibility and effectiveness of the risk assessment system integrated analysis,to analysis and evaluate51kinds of basic factors of pipeline divulging, pipeline peak other factors(A1) and the project safe mass factors(A2) are basic factors causing Zi Bei-Yong Ping Oil Pipeline divulging accident.And, X4~X51structure importance coefficient is the biggest, namely the project safe mass factor(A1) initiates Zi Bei-Yong Ping Oil Pipeline divulging accident’s most important attribute; X1~X27structure importance coefficient is bigger, elementary event X1~X27, namely pipeline peak other factors(A1) initiates Zi Bei-Yong Ping Oil Pipeline divulging accident’s second factor;X40~X45structure importance coefficient is smaller, elementary event X40~X45, namely pipeline external corrosion factors(C3) initiate ZiBei-Yong Ping Oil Pipeline divulging accident’s third factor; X33~X39structure importance coefficient is the smallest, elementary event X33-X39, namely pipeline internal corrosion factors (C2)initiate Zi Bei-Yong Ping Oil Pipeline divulging accident’s fourth factor. To establish environmental risk assessment methods of Yan Chang oil pipeline construction project environmental risk assessment and effective management and the work operation and management mechanism of the operability.This paper came to the ecological environment impact being caused by oil pipeline construction project in the construction period, mainly to change the landscape surface morphology; the ecological environment impact in operation period, mainly the ground temperature near the oil pipeline is increased,which has impact on crops and vegetation and oil spill pollutes rivers and soil.These effects can be selected by rational lines, tree planting, the soil being also timely re-farmed to forestry, construction of cut-off drains, slope protection and other ecological environment protection measures;the oil pipeline is taken insulation and deep (the top tube from the natural ground1.0m), so that the impact on surface crop vegetation of the temperature on oil pipeline is extremely slight; while oil pipeline corrosion and cathodic protection measures taken to mitigate pipeline corrosion,to reduce the probability of leakage of pipeline corrosion perforation, and oil spill that may occur to be fully recovered, to try to avoid leakage oil to pollut rivers and the soil for the degree of influence on the ecological environment to a minimum.
