With the development of economic, people’s dependence on energy is growing. As a kind of basic energy, oil and gas is the important pillar of the normal operation in this modern society, and the mining scale expands year by year. However, with the production of energy,environmental pollution and resource waste related to oil and gas is becoming more and more serious. With the growth of environmental awareness, and some major unexpected accidents occurrence, environmental risks of oil and gas resource development enterprises have getting more and more attention. As a basis for oil and gas exploration, drilling engineering is a huge complex system. The risk accidents may cause a complex long-term environmental impact.Therefore, in order to reduce the accident rate as much as possible, it is very meaningful to make the appropriate evaluation and prediction research before drilling.Firstly, based on the content, methods, evaluation processes and other related theories about environmental risk assessment, we analyzed the main environmental risk accidents in the process of drilling combined with specific features of oil and gas drilling project onshore.And according to the features of various risk factors, we established AHP model about drilling project Environmental Risk Assessment. Using analytic hierarchy process, we calculated the weight of environmental risk factors, and determined the maximum credible accident. We established an environmental risk assessment process for maximum credible accident. By analyzing the consequences of accidents, we filtered evaluation factors,determined the evaluation criteria, and assessed the environmental risks from three aspects atmosphere, soil and water. Secondly, this paper used the double X drilling project in Liaohe Oilfield as an example, surveyed the natural environment in the drilling area, the sensitive area distribution, and the regional geological information, to assess the environmental risks.Finally, by using Fault Tree Analysis method,we analyzed the causes of the accident, and according to the results, we developed preventive measures about oil and gas drilling project onshore from the environment, equipment, methods, and personnel four aspects.
