The Research About Ecological Compensation Of Grassland Mining Area

In recent years, with the economic development and the process of science, more and more mineral resources buried in the Xilinguole pastures have been found. In2003, in the temptation of huge economic benefits, Xilinguole government put forward the policy to develop the Union into an "industrial alliance". In subsequent years, the economy of the Xilinguole League did have a very rapid development. In2010, GDP of Xilinguole League jumped to the2nd, just below the big city of "sheep, coal, rare earth, gas"-Ordos, in the12League Cities of Inner Mongolia Autonomous Region. However, along with the rapid economic development are the serious problems of air, water and grassland ecosystems pollution. To reduce the weak influences of exploiting of mineral resources on grassland ecosystem and herdsmen, Xilinguole government began to carry out ecological compensation for the mining areas on the grassland. Under the background of ecological compensation of mining area on the grassland, all counties in the Xilinguole League in conjunction with the mineral resources enterprises carried out many measures of ecological compensation, and made some ecological effects.However, it appeared many problems in the process of implementation of ecological compensation policy. And it caused the rebate of the ecological compensation effects. Lack of ecological compensation funding, ineffective supervision of the government and the decline of herdsmen’s living standard threatens social stability and so on. We argue that to solve the grassland ecological compensation problem in mining that we can improve the grassland ecological compensation laws and related policies, put attention to pastoralists’living standards, increase the grassland ecological compensation mining investment, improve the regulatory mechanism and other aspects. Perhaps terms for the restoration of grassland ecology and safety, the grassland ecological compensation is a compromise policy and an ex-post compensation means essentially. It does not necessarily to guarantee grassland restoration and development. However, under the present situation, the implementation of the grassland ecological compensation mine is the best way to protect mine grassland ecology.
