As we now entered the21stcentury, the economic development of our country hasalso entered a more rapid growth stage. Along with the expanding of urban size andnumber, the amount of urban waste has increased rapidly. Statistics show that the dailyurban waste output in2011is more than80,0000tons, while the annual output reaches2.9billion tons. At the same time, the harmless treatment rate for urban waste is lessthan40%. The quantity of urban waste is still increasing as the result of the increase ofurban population and the enhance of people’s standard of living. Due to the lack ofprocessing capacity,450out668cities are surrounded by rubbish. The waste pile-upcovers an area of accumulative total of750000mu. A huge amount of cities are out ofspace to store garbage. The problem of urban waste is gradually restricting our socialand economical development, and the solutions are being actively seeking worldwide.The waste treatment career in our country started late, we refer more to the experiencesof developed countries, and stop the problems from being worse. Since2002, the totalamount of living waste in Guangzhou has doubled in the past10years. By the time of2012, the daily living waste is nearly20,000tons. But the main method of wastetreatment is still landfill. Along with the expanding of the urban area in Guangzhou,there’s no sufficient site for landfill any more. The construction of waste incinerationplant is also getting more and more restriction. Waste classification and recycling is theonly way of solving this problem.At present, a lot of problems still exist in urban waste classification in Guangzhou,such as the propaganda does not reach the designated position; classification standardis difficult to execute; waste charging system is unrealistic; citizens are not supportiveenough, etc. And when it comes to urban waste collection, we are also facing problemssuch as the disadvantage of mix collection of urban waste; the difficulties in disposingkitchen waste, hazardous waste; the fault in waste collection equipments. At the sametime, there’s no effective supervision and competition mechanism in the managementof waste classification and collection. There’s also no enough fund for waste disposal,nor the corresponding counsel and punishment policy for offenders. Therefore, it is really important to have a comprehensive and detailed analysis on waste classificationpolicy, a unified classification and execution standard, clear policies for wastecollection and disposal and fully established laws and regulations. Meanwhile, toensure Guangzhou will achieve it’s goal in urban waste classification, it is also worthstrengthening the urban waste classification propaganda, industrialize the wasteclassification process, and establish the evaluation and punishment system.
