With the development of economy and the increasing of public environmental awareness, environmental conflict events that caused by facility location have showed a trend of spreading in our country, in recent years, such as the waste incineration power plant site selection event of Beijing six tune, Xiamen PX event, and the waste incineration power plant site selection event of Guangzhou Panyu. The frequency of NIMYB environment conflicts lead to citizens’ mistrust to the government decision pattern, and disagreement the legitimacy of government, which present a serious challenge to social stability and the building of harmonious society. Therefore, study on the citizens’ environmental risk acceptance intention and its influence factors, in the contemporary has important theory value and practical significance. This article is divided into five parts:Part I:introduction. Including the research background, the purpose and significance of the study, domestic and international literature review and research design.Part II:theoretical basis. Discuss the theoretical basis of citizens’risk acceptance from risk perception theory, trust theory, and the theory of citizen participation.Part III:the analysis on environmental risk awareness, public participation, and trust of residents. Descriptive analysis shows that residents have a strong environmental risk perception with the garbage incineration power plant; the level about residents’ participation in the process of location waste incineration power plant is low; the level of trust about government, technology experts, and media is also low.Part Ⅳ:the empirical analysis on residents’ environmental risk acceptance of the waste incineration power plant. We investigate the main influencing factors of environmental risk acceptance of the waste incineration power plant, through the factor analysis, single factor analysis and regression analysis.Part V:conclusion and Suggestions. Study found that residents’environmental risk acceptance about waste incineration power plant is generally low. Residents who have different gender, age, education, income, etc. have no significant differences on the acceptance; marriage, distance, risk perception, public participation, trust these factors have a significant effect to residents’ environmental risk acceptance; namely the married residents have higher environmental risk acceptance than unmarried residents; the stronger risk perception and the closer distance of the facilities, the less acceptability of residents’ environmental risk; the higher level of public participation and credibility, the higher acceptability of residents’environmental risk. Based on the empirical study conclusion, we put forward some measures such as strengthen environmental risk communication, build trust and cooperation mechanism, broaden public participation channels, perfecting the compensation ways to improve citizens’ accept willingness of environmental risk.
