Research Of The Eco-compensation Of Water Supplement For Baiyangdian Wetland

Because of double impact of climate change and socio-economic development, Baiyangdian wetland has faced serious threat of water shortages. Water supplement for wetland short of water is an important measure to protect and restore wetlands. However, there have been many problems in the practice of water supplement for Baiyangdian wetlands, one of which is unfair benefits distribution between protectors and beneficiaries that destroy the harmony among regions and stakeholders. To this end, it is necessary to establish the ecological compensation of mechanism of water supplement for Baiyangdian wetland, to compensate for the residents who loss the opportunities due to protect the wetland.In extremely dry year, the scheme of water supplement was designed to meet the lowest ecological water demand, by using agricultural irrigation water rights of upstream of Baiyangdian wetland. The changes of ecological service functions in the scheme of water supplement compared to those in the scheme of no water supplement (only water rights of wetland utilized) were analyzed. By market value method, analogy method and shadow project method et al, economic value of the changes of ecological service functions were estimated. According to the costs and benefits of water supplement, formula of the standard of ecological compensation was used to ensure the standard of ecological compensation of water supplement for Baiyangdian wetland. Results show that water supplement for wetlands is required from May to July, and the amount of water rights used for water supplement respectively is607×104m3,6655×104m3and5348×104m3, and the rest of the month is with no need of water supplement. In total, the amount of water supplement from agricultural irrigation water rights of upstream to meet the lowest water demand for restoring ecological function is12610×104m3.The loss of the agricultural economy of upstream caused by water supplement is332.90million Yuan, and ecological value of the benefits of water supplement for wetland is57036×104Yuan, and the value of ecological compensation due to water supplement for Baiyangdian wetland in the particularly dry year is (33290+23746L) ten thousand Yuan RMB, and occupied unit volume of agricultural irrigation water rights should receive compensation for the value (2.64+1.88L) Yuan per cubic meter (L is ecological coefficient,0≤L≤1). According to the Engel coefficient of Hebei province in2012, the coefficient of ecological value of Baiyangdian is derived approximately0.49, and the ecological compensation standard of water supplement is449.25million Yuan, and water rights of agricultural irrigation should receive compensation value is3.6Yuan per cubic meter in the current social development level.Finally, to establish the mechanism of ecological compensation of water supplements for Baiyangdian wetlands, so that to clear lines of responsibility, organization and implementation of the development programs and ensure the smooth implementation of the compensation mechanism.
