Analysis Of Benefit And Cost Of Water Environment Protection

At present, the status of water pollution is austere in our country. The problem of water pollution has restricted badly sustainable development of national economy and endangered the living and health of residents. Government attaches great importance to preventing and controlling water pollution, and all kinds of measures that include legal means, administrative means and economic management steps have been taken to prevent and control water pollution synthetically. When a scheme of preventing and controlling water pollution is drawn up, analysis of benefit and cost of water environment protection has to be done firstly. And the benefit of water environment protection is mainly a decrease on loss of water pollution after taking measures to protect water environment.In this paper, on the basis of consulting the existing domestic and foreign results of research on analysis of benefit and cost of water environment protection, the more precise methods to calculate the economic loss of water pollution have been discussed, through reckoning water resources value and investigating on the economic loss of water pollution. At the same time, the evaluation methods of the benefit from water environment protection have been studied in order to provide scientific and reasonable suggestions for protecting water environment and controlling water pollution. The main contents of this paper are as follows:1. Water pollution status in our country, the degree of harm caused by water pollution and the research development of calculation of water pollution loss at home and abroad is analyzed compendiously.2. The content and means of investigation on water pollution loss on ordinary status and representative accident is analyzed. And combining with the investigation example of water pollution loss on Suzhou in 2002, the social influence and economic loss that are caused by water pollution on ordinary status and accident are evaluated.3. Analysis and evaluation of existing calculation methods of economic loss in water pollution at home and abroad is based on which the value of water resources and the basic concept of economic loss caused by water pollution are made clear firstly. Furthermore, aimed at different polluted area such as basin, river and lake, different calculation methods may be applied.4. Basically, it's necessary to clarify the connotation of benefit and cost of water environment protection. Thereby, after discussion on the analytical process, evaluation index and methods of this benefit and cost, the evaluation methods of the benefit from water environment protection are studied systematically. Finally, qualitative analysis and quantitative calculation of this benefit are applied to the experiment project of water diversion from the Yangtze River to Taihu Lake.5. Finally, a concise summary is carried out on this paper, and some problems of further research are pointed out.
