As the global environment deteriorates, and the social development as well asthe survival of human beings face serious confinement, a new thought to theexploration of new ways to environmental protection has been provided to peopleand a new approach to know and develop environmental protection has been broughtabout by the concept of “smart environmental protection”. It is a new pattern andnew mode for the development of environmental protection. It has the internet ofthings as one of its important foundations; depends on advanced informationtechnology and intelligencetechnology; focuses on smart technology, smart industry,smart service and smart administration, etc.The concept and development background of “digital environmental protection”to that of smart environmental protection have been sketched. It has been pointed outthat it would be a systematic and long-term project for the environmentinformationalization to get the leap from “digital environmental protection” to smartenvironmental protection.In the process of industrial transformation and socail development, manyadvanced countries and regions realized the pioneer impotance of “smart city” at theearly stage. For example, in America, Europe, Japan and some other countries orregions, strategic measures of “digital environmental protection” have beensuccessively proposed and carried out with gradual effect. In the recent two years,“smart environmental protection” has been accepted by many local governments inChina too. Currently, the strategy of “digital environmental protection” has beenlaunched in Zhuzhou, Wuxi, Ningbo, Shenzhen, Suzhou, Quzhou and some otherdomestic cities, aiming at enhancing environmental administration level andimproving environment quality through digital environmental protection. However,the research on both the theory and the application of smart environmental protectionis still at the primary stage, and most of the research is at the exploration stage.In the dissertation, the basic concepts of “the internet of things forenvironmental protection”,“digital environmental protection” and smartenvironmental protection have been analyzed from the theoretical level. It has beenpointed out that the internet of things for environmental protection is the foundationof smart environmental protection, and cloud computing is the way to intelligentization of smart environmental protection. In othe words, smartenvironmental prctection is the expansion and extension of digital environmentalprotection on the baisi of the internet of things for environmental protection.In the dissertation, the key contents of the construction of smart environmentalprotection have been analyzed from the technology level. It has been proposed thatpollution source, environment business should be administrated accordingto the lifecycle of pollution source. Based on the internet of things, a smart environmentalprotection system should be built up with “one base (smart data base), two portals(internal portal and external portal), three systems (the environment informationstandardization system, the environment information security system and theenvironment information administration system), four platforms (infrastructureplatform, application support platform, resouce service platform and business systemplatform)”, five applications (the application of office integration, the application ofthe integration of environment administration business, the application of on-linemonitoring integration, the application of the integration of movable environmentalprotection and the application of the integration of decision support business). Itwould be a great help to the environmental protection in Xiangtan city and a greatpromotion to the informationization of environmental protection and scientificadministration. It has laid some theoretical foundation for the construction andextension of the “digital environmental protection” project in Hunan province evenin China as well as the construction of “smart Xiangtan”. It has accumulated richexperiences and served as a model project.
