Technical-Economy Evaluation Research On Lake Nutrient Standards

Lakes eutrophication has become an increasingly serious problem with the rapid economic development. A scientific and reasonable lakes nutrient control standards can be implemented on the lake nutrients effectively control and eliminate Lake Eutrophication and protect the water body. Lake water quality protection and ensure the economic development are both important. There are few references and guideline about technical-economic assessment during the process of setting nutrient standards. The purpose of this study is to build technical-economic assessment methods for the establishment of a scientific and rational lake the nutrient control standards based on current situation in China.Based on methods about setting up lake nutrient control standards of Europe, the United States and other developed countries, combing the method used in the US and the current situation of the lakes in China, a technical-economic assessment of lake nutrient control standard has been established in this study. The technical-economic assessment and the actual nutrient control were divided into cost-benefit assessment and residents’ economic affordability assessment in order to make a technical-economic assessment of lake nutrient control standards.It uses of the lakes nutrient control standards technical-economic assessment methods to evaluate the Fuxian Lake standards recommended value. Collection the data of hydrological, economic and other, using the Dillon model calculated on the Fuxian Lake nutrient capacity, calculated by nutrient capacity reductions and then to calculate the cost-cutting. Allocating the cost of the government to pay residents pay-body and paid by enterprises, the main body, with respect to their assessment to determine the degree of influence. The results show that the value of the standard recommendations for the government to pay the subject and residents pay the main less affected, will not have a serious impact; For paid by enterprises, the main influence the implementation of the standards, standardize enterprise by supporting policies to ensure the smooth implementation of the new standards.Fuxian Lake case analysis, the use of the technical-economic assessment to lake nutrient control standards established standard recommended value is validated. Lakes nutrients control standard technical economic assessment method for the development of lake nutrient material control standard to consider the technical and economic assessment provides a basis, the basis for the further the nutritional substance of our lakes control standards of scientific and reasonable to develop, research results have important practical significance.
