Currently, there are so many problems in water resources of China, such as the shortage of the total volume, the low water resources per capita, uneven distribution among the regions, mismatching of the land and water resources, worsening water pollution and desperate shortage of water in urban area. Acceleration of urbanization and the development of the regional economy put too strain on the local water resources and aggravate the pollution problems of the urban water environment. Water pollution has become one of the most important factors restricting the economic and social development of China. Dynamic monitoring of the water environment is a key method for monitoring quality of water. In our country, the water quality monitoring began in the1980s, and its methods are changed from traditional handheld collector to the real-time monitoring after30years development. Currently, major breakthroughs are obtained in the collecting equipment and the network at the monitoring and the systems can be online, timely and reliable. However, the stand-alone or client/server modes of the software make the data in the monitoring systems to be stored lonely, analyzed unitarily, illustrated and shared inconveniently.In this dissertation, we study on the monitoring of the water in the river basin. After comprehensively analyzing of on-line real time monitoring system theory and technology, we conclude that the water environment monitoring system must resolve the problems of receiving data in time, quick precaution, and dynamic analysis. According to the requirement of the on-line monitoring system, we use.NET as the development environment and present water environment monitoring system based on B/S mode by the techniques of ASP.NET, SQL Server and Web Service. This system puts the data in the network and standardizes the management. It is simple to operate and the interface is friendly, and it satisfies the requirement of the on-line water monitoring. The function modules of the system include primary service, data receipt and store, precaution of abnormal water, and dynamic analysis. It implements the real-time demonstrate, treatment, quick early warning, analysis of water environment monitoring data by coordinating between the software and hardware. And it reduces the cost for the publication and implementsation of the system and promotes the capability for sharing information.On the system designing, we mainly research how to realize loosing coupling among the modules and construct a multi-layer architecture model:the human-computer interaction is processed in the UI layer; the functions of the system are encapsulated in the business logic layer; different DBMS services can be provides by data access layer. The extensibility of the system is promoted through realizing the loosing coupling between the data access layer and the business logic layer by the techniques of interface and factory pattern and effectively covering the difference among the DBMSs by the ORM mode.Our works in this dissertation realizes the sharing and integration of the data in on-line water monitoring system and it also contributes to the design and implementation the monitoring systems for atmosphere, road and bridge.
