Environmental risk assessment is an important part of environmental impactassessment. It is for the decision-making of the project which has some potentialrisks to provide theoretical support and it has important practical significance.Through summarizing the research on the environmental risk assessment andenvironmental liability insurance at home and abroad, and a combination ofenvironmental risk assessment JA (Hefei) New Energy Co. Ltd. instance, solarenterprise environmental risk assessment is built. Environmental liability insurancewhich is used in the risk management of the specific function of risk prevention islead, and the paper has also carried on the corresponding research on it. Basicallythe following results have made:(1) The research status at home and abroad are summarized,and the fuzzycomprehensive evaluation method and accident consequence simulation are used instudying solar photovoltaic enterprise environmental risk assessment.(2) By using fuzzy comprehensive evaluation method to evaluate the case, thepaper determines risk level of the project between Ⅱand Ⅲ, and partial Ⅱ level,which suggests that there are certain environmental risk.(3) Chemical spills computing model are given in this paper, and thecorresponding calculation parameters are given, as well as th e chemical leak afterdiffusion model is introduced to the environment, prediction model is given. In riskmanagement, accident tank volume calculation model was given, and gives thecorresponding parameter values.(4) In instances of environmental risk assessment, by using the fire explosionrisk, physical risk index and major hazard identification method, the paperdetermines the project area of silane, ammonia, hydrofluoric acid as risk evaluationfactors, and through the adoption of corresponding model to estimate the leakageaccident, and the corresponding calculation parameters is given. At F class inpredicting stability of1.5m/s wind speed conditions, the range of pollutantdiffusion is widest, the duration is longest.And the effect of ammonia and silaneexplosion radius distribution is predicted. (5) Instance F class stability was calculated in1.5m/s wind speed under thecondition of ammonia leakage after10min after within141.8meters will be morethan half lethal concentration, ammonia concentration of484.5meters within thescope of allowable concentration ammonia concentration over a short time contact;Hydrofluoric acid leakage after10min after within73.2meters will be more thanhalf lethal concentration, ammonia concentration is431.2m within the scope ofammonia concentration will contact allowable concentration over a short time.After this accident, more than a short time contact allows concentration range canbe used as accident emergency evacuation zone. Through calculation, t he projectrisk level is acceptable.(6) The function of environment liability insurance of risk prevention isanalyzed, and the reason and solution that the environmental liability insurance inChina is difficult is pointed out, and a conception model of environmental liabilityinsurance system in China is put forward. Combined with examples to determinethe insurance rate determination method and the establishment of the archives ofenvironmental liability insurance, liability for environmental sample ta ble templateis designed.The study of this paper can be used as a data for studying environmental riskassessment solar photovoltaic enterprise, and it gives some reference to theimplementation of the environmental liability insurance in our country.
