Study On The Environmental Damage Assessment Of Water Pollution Accident

With the rapid economic growth in China, in recent years, environmental pollutionaccidents occur frequently, and the consequent Environmental Damage become moreserious day by day. How to deal with these accidents and how to assess and compensateEnvironmental Damage are crucial issues in China. By collecting, analyzing, sortingand summarizing of numerous references, this paper has established a basic disposalprocess framework of sudden water pollution accidents, which consists of two parts:removal and recovery.According to the blank of Environmental Damage Assessment in China, this paperconstructs a set of Environmental Damage Assessment System, under the support ofthree basic technologies: Causality Determination, Damage Quantification, and DamageRestoration and Monetization. For Causality Determination, four parts are described:identification of pollution sources and pollutant, determination of damage,determination of exposure route, and demonstration of correlation between pollutantand damage. For Damage Quantification, determination principles and methods ofbaseline are established, a useful tool for spatiotemporal bound confirmation. ForDamage Restoration and Monetization, the paper constructs a monetization systemconsisting of basic restoration and compensatory restoration, which relies mainly onrestoration project with economic evaluation method subsidiary. The system willprovide support for environmental damage assessment and management in China.Finally, according to the sudden water pollution accidents that frequently happenedin China, an environmental damage model supported by computer is constructed in thispaper. The validity of the model is shown by simulation results of two practice cases,which means the model could have a positive effect on the implementation of policies,such as environmental liability insurance.
