Water pollution is one of the most serious problems to lakes. Now, it is urgent need tostrengthen the management of the lake and provide the scientific basis for the decision thatmaking reasonable utilization of lake water resources by water quality simulation, waterquality evaluation and water quality prediction. In view of the water Environmentalinformation having complex spatial characteristics and the huge amount of information, itis very effective to implement the management of the water Environmental information bycombining GIS technology with computer technology and database technology.This paper established the basic database of water Environmental information inGreat East Lake that including the terrain data of lakes, monitoring data of water quality,attribute data, the basic geographic data of the East Lake and so on. In the platform ofVisual Studio.NET, through using the secondary development technology of GIS, theprogram language of C#and the GIS component of ArcEngine, applying the MicrosoftAccess background database management system, as well as water quality evaluationmodels, a ArcEngine-based Water Environmental Information Management System inGreat East Lake is achieved. The system consists of three functional modules: basic GISfunctional module, database management functional module, and water quality evaluationfunctional module. In these modules, the water quality evaluation functional module is thecore of the system. Each functional module is divided into multiple sub function in detail.Each module not only can run independently but also can call each other which make thesystem as an organic whole.This study focused on the research and development of the water quality evaluationfunctional module. The system shows the tendency of East Lake water quality parametersover the years in the form of graphs, and displays the pollution of East Lake nine sub lakesrespectively caused by water quality parameters of COD, TN and TP. According to the water environmental characteristics of East Lake nine sub lakes, through selecting waterquality parameters of COD, TN, TP, using single factor model, single factor index model,comprehensive index model, BP neural network model, applying database technology andthe program language of C#.NET, the system realizes with the water quality evaluation forEast Lake nine sub lakes and displays the evaluation results in the form of thematic map.Not only the system has an easy-operated and Windows-style interface but also theinformation is displayed in the visual form of tables, charts, pictures and so on. All thesemake the human-computer interaction human. This system has good practicability, canprovide certain scientific basis for the East Lake water quality evaluation, and can alsoprovide certain basic database service for the planning and management of the East Lakewater resources.
