As the Qinhuangdao government paying more efforts to the exploitation of Shihe resources, and repositioning the Shihe as the "Ecology card of the city", scientific and advanced management technology will soon be used in the information management of the Shihe water environment. This article mainly built the system by using Geographic Information System (GIS), in order to improve the management level of the environment information in Shihe.Through the analysis and summary of the water environment’s present situation of the Shihe in Qinhuangdao, the related information of the water resources in the Shihe basin was collected and extracted, then the space database of the information of Shihe’s water environment was build, including the data of the geographical morphology, hydrology, and water quality monitoring. Then the water environment management system was builded by using the C# as the programming language, and the Access as the backstage database, and the embedded GIS component library combining the prediction model of water quality. The overall framework of this system is consist of four function modules, including system management module, information query module, data management module and analysis and prediction module. Each module is independent and can be interacted with each other. And then the functions of each module were divided detailedly.This article concerns greatly on the research of the module of analysis and prediction according to the hydraulic and water quality characteristics as well as the emission of the pollution. Two-dimensional water quality model was used to predict the concentration of COD and NH3-N. By selecting and verifying the water quality parameters suitable for Shihe basin, the solution for the water quality model was given, the prediction results were shown intuitively in the form of the gradient, which provided decision-making basis for related department of water environment. Besides, this article predicted the effect and extent of the environmental pollution which happen sudden.The operation interface of this system is simple. It can basically achieve the organic combination of the spatial visualization technology, the database technology and the model of the water quality’s prediction. And it will improve the management efficiency of the Shihe water environment at the same time; it will provide the reference for the follow-up related research.
