The optimized design of gently inclined multilayer containing vanadium shale miningmethod has been a big challenge, because of its occurrence characteristics. In line with theprinciples of safety and reasonable, author chose four practical methods which were panelmechanical layered retreating filling method, panel mechanical layered advancing fillingmethod, panel room and pillar method, and the wall caving mining method for ShangHengshanvanadium mine. Then the mining schemes were preferred by using ELECTRE-Ⅱ algorithmbased on exponential utility function, and according to the strong and the weak order sequence,drew a optimal scheme of panel mechanical layered retreating filling method. The verticaldisplacement of overlying strata was accurately predicted by using COMSOL finite elementnumerical simulation. The optimal stope structure parameters were reasonably determined, widthof ore block is25m, hanging arch length is10m, compensating space is4m. Thecombinations of large model test was invented for testing mining subsidence, and the procedureof dynamic mining by using physical mechanical analog simulation test method was simulatedwhich based on the optimal stope structure parameters. The measuring results showed that thestrain values of overlying strata were less than1600με, the maximum ground settlement valueof1.5mm, stope roof and the surface were stability. The study indicates that ELECTRE-Ⅱalgorithm based on exponential utility function could better reflect gently inclined multilayercontaining vanadium shale mining technical and economic characteristics. In addition, the panelmechanical layered retreating filling method provides a theoretical basis to achieve shalelarge-scale safety and high productivity mining, and also some decision support for the similarmines.
