Researches On Government Regulation Countermeasures Against Environment Pollution

After our country’s forty years of environmental protection, it has formedthe perfect environmental legal system and environmental protection law enforcement system in our country and the pollution of the environment has been further control. However, as the booming of Chinese economy, the contradiction between environmental protection and economic development is getting more andmore sharp. New problems occurred before old one get solved. Protect environment become a public consensus today, some enterprises still does not performthe state environmental protection system.In order to pursuit the maximum profit, the enterprises make every attempt to escape the responsibility for the prevention and control of pollutants. Because of enterprises illegal sewage, causing environmental pollution events occurred frequently, the embarrassing situation of local government "treatment after pollution" has not been able to reverse. Basingon the external characteristics of environmental pollution, sewage enterprises arelack of initiation and enthusiasm to reduce pollutants and protect the environment, so that the government needs to strengthen regulation against environmentalpollution. Environmental pollution regulation must be established on the basisof the government as the leading factor, and it is also a public service that government must provide. Research on the government regulation countermeasures against environment pollution has important practical significance to reduce environmental pollution harm and promote sustainable economic and social development. Like most of the developing towns, over years of rapid development of economy, it also brings a series of environmental problems to the HD District of GCity. First, taking the HD District of G City as an example, the author analyzes the deficiency in local government regulation against environmental pollutionwith the experience of the author and the cases in the environmental protectionwork. Secondly, analyzes the causes of deficiency such as incomplete environmental protection legal system, imperfect management system, weakness of supervision, regulation means single, lack of enough incentive with theories of publicmanagement. Finally, by drawing on the advanced experience of some countriesin the environmental pollution government regulation, this paper put some corresponding suggestions forward for the government to strengthen the regulation against environmental pollution. The suggestions are as follows:(1)To fill the blank of current environmental laws and regulations, strengthen the practical operabilityenvironmental of laws and regulations.(2)To form the mechanism and system of government regulation against environmental pollution.(3)To strengthen government regulation against environmental pollution through a variety of comprehensive use of administrative, legal, technical, economic and other means.
